Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:
The SACCI project provides support to several governmental institutions including the Secretariat of the Cabinet of Ministers, the Ministry of Infrastructure of Ukraine, the Sumy Oblast State Administration, and the Ministry of Health. SACCI assists these institutions with identifying corruption risks in their operations, developing and implementing corruption prevention measures, and strengthening compliance with anti-corruption policies and standards.
Within the Ministry of Health (MOH), SACCI worked with the Authorized Unit (sector) to determine areas where it would need strengthening, including better coordination of Authorized Persons in agencies subordinate to MOH. SACCI committed to further empower and strengthen the role of the Unit, and to provide methodological support and training assistance.
To better cater to the needs of its institutional partner, SACCI is seeking an expert who will be embedded into the everyday work of MOH (likely, having status of an official adviser to MOH leadership) to contribute to the work of the Ministry’s relevant Authorized Unit (sector), facilitate everyday implementation of the MOH-SACCI cooperation plan, serve as liaison officer between the Ministry and the Project by offering ideas on strengthening MOH internal anti-corruption controls and involve constructive civil society initiatives in communications with the Ministry.
