Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine.  In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women and persons with disabilities.

IFES is seeking qualified applicants for the position of Contracts Assistant. The position is for one year with the possibility of extension. The Contracts Assistant will provide ongoing procurement support and manage contractual obligations to ensure effective implementation of IFES Ukraine’s programs.

Job Responsibilities:

Under the direction of the IFES Ukraine Operations Officer, the Contract Assistant’s responsibilities will include the following:

  • Support the IFES Ukraine procurement team with administrative tasks related to development, implementation and close-out of program activities;
  • Place and reconcile orders on behalf of IFES Ukraine under existing Basic Ordering Agreements;
  • Monitor that supporting contract documents are in compliance with IFES Ukraine procurement policies and procedures;
  • On behalf of the IFES Ukraine team, negotiate questions with IFES contractors related to existing orders;
  • Verify that orders delivered under Basic Ordering Agreements are in compliance with the language of the contract; and if necessary, negotiate any compliance related issues with the contractor;
  • Track orders under each Basic Ordering Agreement and ensure their timely and proper delivery;
  • By the end of the payment period of each Basic Ordering Agreement, collect invoices and acceptance acts from contractors and process the package for payment according to IFES policies and procedures;
  • Maintain close communication with the IFES Ukraine team for effective processing of orders and invoices;
  • Maintain updated records of invoices and Basic Ordering Agreements;
  • Translate invoices, bids/quotations and contractual provisions as requested;
  • Contribute to logistical support to the IFES Ukraine office;
  • Perform other duties and responsibilities as assigned.

Skills and Specifications:

  • Proven ability to prioritize and handle multiple tasks under tight deadlines;
  • Detail-oriented and highly organized;
  • Skilled communicator, both verbally and in writing;
  • Collaborative, team-oriented individual;
  • Ability to be discreet and maintain confidentiality

Education and Qualifications:

  • Bachelor’s degree in a relevant subject;
  • Previous experience in procurement and contracts administration is strongly preferred;
  • Previous experience in working with a development project, NGO or International organization preferred;
  • Proficiency in Word, Power point, Outlook and Excel.
