Chemonics is looking for professional to fill the position of Civic Engagement Specialist

Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Mariupol. 

Responsibilities for this position include:

This position is tasked with cultivating and expanding citizens’ interest and ability to engage with civil society groups and local government; support initiatives that promote further development of Ukrainian civic identity, and advocate for more effective local and regional level policies.

·         Support mapping activities to identify local and regional civic actors, such as civil society organizations (CSOs), that could participate in DG East activities and/or benefit from capacity development training and activities. 

·         Establish solid working relationships of trust and collaboration with community leaders. 

·         Aid DG East Mariupol Regional Director, Governance Lead, Governance Specialist, CSO Lead, and Activity Management Units (AMUs) to develop sound scopes of work for short term specialists and contribute to the design of DG East’s civic engagement activities, including community-based approaches.  

·         Identify capacity building needs for CSOs in implementing organizational Performance Improvement and Human and Institutional Capacity Development (OPI/HICD) tools and suggesting/developing relevant capacity-building programs.  

·         Assist in the development and implementation of flexible capacity building training and other initiatives to help local government representatives and civil society increase citizen engagement and institutionalize citizen participation in local government processes. Together with the Governance Specialist, Capacity Building Specialist, and NGO Specialist, participate in the design and implementation of study tours, training programs and activities targeting civic actors, such as improving internal operations, creating budgets, managing finances, and conducting strategic planning. 

·         Collaborate with other local and international projects supporting civic engagement activities in Eastern Ukraine. 

·         Prepare and/or contribute to the development of reports as required in the DG East contract 

·         As needs dictate, the supervisor may assign ad hoc special tasks and duties to the Civic Engagement Specialist to ensure the overall efficient development of program activities. 

Qualifications:

·         Bachelor’s Degree in public administration, management consulting, or other relevant field. 

·         5-10 years of experience supporting civic engagement activities, including utilizing community-based approaches. 

·         Ability to work in a multinational, multicultural environment. 

·         Ability to build consensus and coordinate with diverse actors, including government, NGOs and civil society organizations, and the private sector. 

·         Proven ability to work as a member of a diverse team, meeting deadlines effectively and operating using strong communication skills. 

·         Computer literacy: MS windows applications (word processing, excel, spreadsheets, etc.). 

·         Fluent Ukrainian and Russian language skills, and proficient English language skills required.
