Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine

Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption. 

**Please note: Only citizens of Ukraine are eligible for this position**

Position Summary: 

MSI is seeking a short-term expert (hereinafter Content Manager) to transfer the contents for the Anti-corruption / Integrity Course onto the electronic learning (e-learning) platform that is being installed for the National Agency for Civil Service of Ukraine (NACS).

The Content Manager will work in close cooperation with the authors of the Course and will follow their lead in adapting the information to fit the technical requirements of the NACS e-learning platform. The Content Manager, in consultation with the Course authors will package the information into formats suitable for easy learning, tweak the e-learning platform settings to ensure proper timing of the course sections, and make sure that all elements of the course work coherently.

No travel is envisaged. The assignment is expected to start by the end of January 2019. The anticipated level-of-effort (LOE) for this assignment is 35 expert days until April 30, 2019.

The content of the Anti-corruption/Integrity Course in format that is adapted to the requirements of the NACS e-learning platform



The files (content and visual aids) of the Anti-corruption/Integrity Course fully transferred to the NACS e-learning platform and fit for testing / bug fixing



The tested and amended version of the Anti-corruption/Integrity Course fully operational for rollout to the civil servants to be trained.




  • Analyze and align content of the developed Anti-corruption/Integrity Course with requirements to the course and technical specification of the e-learning platform;
  • Adapt the content of the course to ensure appropriate format, logic, methodology and visualization (based on the discussions with Course authors);
  • Adapt course materials for online presentation including developing backgrounds, titles, infographics, course disclaimers etc.;
  • Transfer the agreed and adapted content onto the e-learning platform;
  • Ensure quality control of the installation of online course materials, lectures and additional materials on the e-learning platform;
  • Provide or update the respective methodology and ensure valid grading, verification and creation of electronic certificates on the successful completion of the online course, collection and compilation of course statistics, and reporting;
  • Participate in meetings with stakeholders (SAEG, NACS, IT Developers etc.) and report back to SACCI.


  • Master or bachelor’s degree – Business, Engineering, IT, or related scientific/technical discipline – or equivalent relevant work experience;
  • 3+ years’ experience in organizing and development of eLearning courses and professional development programs;
  • Experience in content strategy development, designing and scripting of the online-courses;
  • Experience with Learning/Content Management Systems and educational environment management based on these systems;
  • Experience in communication with customers (clarification of requirements, presentations);
  • Experience in working with task management systems (task-tracking systems) is an asset;
  • Ability to define, understand and translate course requirements into Online Platform deliverables;
  • Proven ability to handle multiple priorities and deadlines well;
  • Effective at collaborating across internal and external partners and building relationships;
  • Experience working with International Projects and Ukrainian Government bodies and their representatives (preferably);
  • English language (intermediate or above) and Ukrainian fluent.
