Finance Manager (Kyiv)

Chemonics International Inc. is looking for a qualified professional to fill the position of Finance Manager.

Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Kyiv. 

Responsibilities for this position include:

The Financial Manager is responsible for the program’s accounting, financial management and compliance, including processing accounting transactions according to the general principles of accounting and home office field accounting manuals in line with U.S. and Ukrainian government policies, procedures and regulations. In addition to general accounting and financial management duties, the Financial Manager directly liaises with and submit monthly reports to the home office-based Field Accounting and Support Team (FAST) representative. The Financial Manager is responsible for providing financial advice and support to clients and colleagues to enable them to make sound business decisions. The Finance Manager will work closely with the Operations Director, Accountant, Finance Assistants, and project leadership to help the project meet the objectives. 

·                     Manage the contractual and financial systems for the project and ensure that the project is compliant with all USAID contractual requirements.  

·                     Provide financial oversight; including the maintenance and monitoring of the project budget and grant activities.  

·                     Ensure that payments are processed in accordance with grant agreements and that all payments fulfill USAID and corporate audit requirements.  

·                     Participate in ongoing analysis, forecasting and review of project expenses, track the transfer of funds between headquarters and the field office.  

·                     Manage accounting and finance records of in-country expenses, including developing spreadsheet programs for tracking and monitoring all financial project activities, and maintaining spreadsheets with current project expense data.  

·                     Process check requests and wire transfer requests for payments to vendors in compliance with contract requirements  

·                     Supervise the daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures. 

·                     Ensure continuous liquidity for the project; handle all human resource issues; supervise the finance and operations teams; and investigate and identify new ways of achieving project efficiencies. 

·                     Other tasks as assigned by the Operations Director, and/or project leadership. 


·         Degree in accounting, business administration, economics or other relevant field; 

·         Minimum of 5 years of experience in program administrative and finance management; 

·         Previous professional experience with international donor programs; 

·         In depth knowledge of the operating environment and employment regulations in Ukraine; 

·         Experience in bookkeeping and accounting; 

·         Excellent working capabilities with MS Excel, Word and other accounting software packages.  

·         Knowledge of payroll, tax issues, and professional accounting principles. 

·         Fluency in Ukrainian and Russian. Excellent written and spoken English.
