ICT Specialist (Kramatorsk)

Chemonics International Inc is looking for a qualified professional to fill the position of ICT Specialist.
 
Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Kramatorsk. Applicants should please designate their preferred location.
 
Responsibilities for this position include:
 
The ICT Specialist will be responsible for establishing and maintaining DG East IT systems and equipment. This will include a dual role of being both an office tech support point of contact as well as a technical support person. The ICT Specialist will be responsible for infrastructure performance improvement for project counterparts while also providing 1st level support for hardware and software problems reported, documenting problems and solutions as needed.
 
For DG East project offices:
 
·         Implement the IT systems in accordance to design specifications and requirements as set forth by the project.
 
·         Manage deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals.
 
·         Assist in the procurement of IT equipment during project start-up and over the course of implementation, including development of technical specifications, perform market research, obtain cost estimates.
 
·         Perform new installations, configuration, and updates for all ICT equipment, including desktops, laptops, printers, etc.
 
·         Review of all IT department related documentation/certificates such as network diagrams, product registrations and licensing, software and hardware configurations, maintenance agreements and service contracts and follows up with contractor on technical compliance.
 
·         Ensure that all computer servers and network equipment can function in a complete and secure local area network.
 
·         Administer IT system upgrades and provide support when issues or problems occur.
 
·         Provide basic training to end users on both hardware and applicable software.
 
For DG East partners and beneficiaries:
 
·         Conduct ICT assessments upon request for specific project interventions, both independently and in collaboration with local and international consultants. 
 
·         Provides technical specification guidance as they pertain to ICT hardware and software procurements for program beneficiaries and partners.
 
·         Assists in development of ADS 548 submissions for technology-related procurements.
 
·         Assist on special initiatives as assigned by project leadership.
 
Qualifications
 
·         Bachelor’s degree in computer science or related technology field required, or equivalent combination of education and work experience.
 
·         Five years’ experience with IT systems administration required.
 
·         Ability to manage multi-office IT projects and initiatives, both on site and remotely.
 
·         Knowledge of USAID regulatory and procurement compliance preferred.
 
·         Experience of working with international sector organizations and donor agencies preferred.
 
Demonstrated understanding of Microsoft operating systems, Microsoft Office applications, networking, and PC hardware required.
·         Demonstrated experience working with both off-the-shelf and bespoke software solutions to manage workflow and data.
 
·         Knowledge of Adobe professional software is required.
 
·         Proven ability to work as a member of a diverse team, meeting deadlines effectively and operating using strong communication skills; committed to client-oriented service.
 
·         Fluency in Ukrainian and Russian. Written and spoken English preferred, but not required.
