Polish Humanitarian Action (PAH) is currently looking for a Project Development Officer (Consultant) – UKRAINIAN NATIONAL to prepare new project proposals.

• Duration: 3 months (from January 15 till April 14, 2019)

NET ENUMERATION: 800-900 USD (based on candidate’s experience)

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, the elderly and single mothers, working in the sectors of food security and protection. PAH is expanding programming from humanitarian to early recovery interventions that provide sustainable livelihoods opportunities to the affected population.

Key Duties and Responsibilities:

• To prepare project proposals, concept notes, project budgets, needs assessment reports, etc., that are in line with requirements of donors;
• To liaise with the Mission’s Program, MEAL and Operations team members, and HQ technical teams, to ensure that developed documents are relevant and technically sound;
• To collaborate with Program, MEAL and Operations team members to ensure timely inputs and review of project proposals;
• To organize/participate in the meetings in relation to preparation of key project documents;
• To conduct thorough research and prepare substantive inputs to the key documents to be prepared according to donors’ requirements;
• To incorporate lessons learnt from previous interventions into new proposals;
• To prepare narrative reports, reflecting progress and status of the projects;
• To conduct other tasks as requested by Head of Programmes.

The successful candidate will be selected based on the qualification requirements described below:

• Diploma in humanitarian or development studies, political science, international relations, linguistics or other relevant field;
• Excellent writing skills in English;
• Fluent in oral and written English, Russian and Ukrainian languages;
• Experience related to humanitarian and/or developmental work;
• Proven experience in preparing project proposals/concept notes to humanitarian/development donors;
• Willingness to follow donor compliance requirements;
• Experience in working for an international NGO/UN agency;
• Detail-oriented;
• Excellent time management and prioritization skills;
• Proficiency in Microsoft Office.
