Ukraine Energy Security Project шукає заступника керівника Проекту. Дедлайн - 26 листопада 2018 р. (далі - англ).

Project Summary: 

The USAID/Ukraine Energy Security Project (ESP) is a United States Agency for International Development -funded project operating country-wide with the mission to enhance Ukraine’s energy security, improve the energy legal and regulatory environment and increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy. ESP will work closely with the Government of Ukraine (GOU) and the National Energy and Utilities Regulatory Commission (NEURC) to correctly implement EU directives-based and competitive energy markets. By doing so, Ukraine will facilitate private sector-led energy investments, increase renewable energy generation and provide secure, reliable, and affordable energy for all Ukrainians.

Position Summary:

The Deputy Chief of Party (DCOP) is the key liaison between the counterparts in the Government of Ukraine and the ESP project. The DCOP will work closely with USAID in these liaisons. As the key liaison, the DCOP will be involved in all activities and tasks of the ESP. The Deputy Chief of Party (DCOP) will also backstop the Chief of Party (COP) in the management of the ESP and be able to perform all of the COP’s duties and responsibilities during the absence of the COP. The DCOP will report to the COP. The position is based in Kyiv.

Responsibilities:

 

1.     Lead ESP engagement and representation to the GOU

2.     Arrange and facilitate interactions and meetings of ESP subject matter experts (SMEs) with their counterparts in the GOU

3.     Work very closely with the COP and with USAID in these liaisons with the GOU

4.     Work closely with ESP SMEs to achieve defined program results, produce deliverables on schedule, and build successful partnerships with stakeholders.

5.     Work closely with SMEs and implementing party counterparts in the GOU to achieve defined program results, accomplishments, and build successful partnerships with stakeholders. 

6.     Be aware of, and assist the COP when needed, with day to day project management, quality control and the overall responsiveness to USAID.

a.      Support quality control and the overall responsiveness of technical assistance provided under the contract.

b.     Supervise the project’s crosscutting personnel and activities in reporting, training, monitoring and evaluation, communications, gender integration and environmental compliance.

c.      Assist the COP in collaboration with the Operations Director and home office staff on work-planning, activity design, scheduling and implementation, drafting technical justifications for USAID approvals, and reporting and budgeting.

d.     Work with the home office and the Operations Director on the sourcing, recruiting, hiring and deployment and onboarding of staff, consultants and subcontractors.

7.     Serve as an acting Chief of Party (COP) in the absence of the COP.

8.     Perform other responsibilities, as assigned by the Chief of Party.

Qualifications:

  • Master’s degree in business administration, law, engineering, economics, finance policy, or a related field acceptable to Tetra Tech;
  • At least 15 years of experience on policy and investment issues related to energy;
  • Demonstrable experience in project management and technical assistance, preferably in projects of similar scope, size and complexity as the ESP;
  • Experience in administration and coordination of complex projects in cooperation with the GOU, international donors and local organizations; experience in development of new financial and investment mechanisms, infrastructure projects based on best international practice;
  • Proven strategic planning, analytical, business reporting, and financial analysis skills;
  • Ukrainian citizen;
  • Fluency in English, Ukrainian, and Russian; and
  • Established high-level contacts with the GOU, international donors and IFIs.
