The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

The SACCI project provides support to several governmental institutions including the Ministry of Infrastructure of Ukraine (MIU), Sumy Oblast State Administration (SOSA) and the Ministry of Health (MOH).

In June – September 2018, MSI commissioned development and piloting of a methodology for comprehensive assessment of authorized units for corruption prevention (AUs) in governmental institutions and conducted such assessments within MIU and SOSA to probe the methodology. The following aspects were assessed: (1) compliance of AUs with the Ukrainian applicable legislation and requirements; (2) effectiveness of the AUs operations; (3) capacity, skills, resources, and needs of the AUs to carry out their functions. As a follow-up to the initial pilot, and at the request of MOH as the project beneficiary, SACCI will conduct such an assessment with this Ministry’s AU in November – December 2018.

The assessment of MOH AU should not only appraise the performance and elicit challenges within the unit per se, but also determine the AU’s capacity to guide, mentor and supervise AUs at institutions that are under the administration of / within the purview of the Ministry.

The final assessment report should contain clear and practical recommendations to strengthen the capacity and the effectiveness of the AU at MOH, including its role as the center of excellence for other AUs.
