Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary: 

MSI is seeking a short-term Analyst to assist the SACCI team with exploring corruption-related aspects of the situation, status, needs, problems and opportunities of internally displaced persons (IDPs) in Ukraine. The Analyst will explore the situation of IDPs in terms of their experience, perception and awareness of corruption, as well as participation and representation – how the IDPs (both men and women) are engaged into public and civic mechanisms to prevent and counter corruption.

As SACCI adopts flexible and targeted approach to its strategy and activities, and gender and vulnerable group analysis and monitoring are some of the key enablers for this flexibility and targeted approach, the goal of this assignment is to inform SACCI strategies and approaches for 2018-2022 in terms of development project interventions around anti-corruption that are more sensitive to the IDPs and more inclusive.

The Analyst will work closely with the SACCI program team.

S/he is expected to travel to several regions of Ukraine. The assignment is expected to start in October / early November 2018. The anticipated level-of-effort for this assignment is 25 expert days.

 

Responsibilities:

In consultation with the SACCI team, the Analyst will:

1)    Develop a methodology and action plan for the analysis of corruption-related aspects of the situation of IDPs, approve them with SACCI along with the framework and key directions for analysis;

2)    Conduct desk review of available analytical materials, statistics, reports, etc. on the situation, status, needs, problems and opportunities of the IDPs in Ukraine in terms of their experience, perception and awareness of corruption and engagement into anti-corruption activities. Provide a short (2-3 pages) report on desk review to SACCI;

3)    Develop hypotheses on the correlation of corruption-related issues and situation of IDPs, and approve them with SACCI;

4)    Conduct consultations with experts and NGOs working in the field of IDPs to seek insights and probe the hypotheses. Provide SACCI with notes and a short (2-3 pages) report on the consultations;

5)    Arrange and conduct at least three focus groups with IDPs (one in Kyiv, two in the regions) to learn their experience, perception and awareness of corruption and engagement into anti-corruption activities through the lenses of their IDP status. Provide SACCI with a short (2-3 pages) report on focus groups;

6)    Provide analytical summary report (12-15 pages) explaining the methodology, key findings of analysis, and recommendations for SACCI programming for 2018-2022;

7)    Present the report and presentations to USAID, other USAID projects and stakeholders at the event that SACCI will organize.

SACCI will cover costs associated with travels, organizing and conducting focus groups with IDPs.

 

Qualifications:

  • Master’s degree and/or Specialization in Gender Studies, Political Studies, Public Policy, Public Administration or other applicable fields;
  • At least four (3) years of experience working in the fields of the rights of vulnerable groups, human rights within the non-government, government sectors or with international organizations;
  • Demonstrated ability to work with social research methods, including work with focus groups, questionnaires, and summarize the findings into reports and analytical papers;
  • Demonstrated ability to moderate events/conduct interviews on sensitive issues;
  • Excellent organizational skills to meet deadlines;
  • Fluency in Ukrainian and Russian required. English language knowledge is an asset.
