SUMMARY
The Regional Monitoring & Evaluation Specialist will manage and continually improve and systematize Internews’ monitoring and evaluation (M&E) systems for projects in the Europe and Eurasia (E&E) region, which includes Central, Eastern, and Southeastern Europe, the Caucasus, and Central Asia. S/he will work collaboratively with field staff and Internews HQ teams to develop effective monitoring methodologies and tracking systems, ensure consistent and accurate data collection, and support effective analysis of and reporting on the overall impact and results of Internews’ projects. The Regional M&E Specialist will oversee monitoring and evaluation efforts within designated projects and coordinate M&E methodologies and approaches across the portfolio when possible. S/he will also work with project staff to develop and improve their monitoring and evaluation capacities and ensure that organizational and project-level targets are met, with special attention to those related to gender equity and inclusiveness of marginalized populations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:
- Ensure that the monitoring and evaluation plans (MEPs) for designated E&E projects are designed in a methodologically sound and feasible way, accurately implemented, and that the results are analyzed and reported appropriately;
- Manage procurement of companies/consultants that will design and implement targeted research to assess and evaluate MEP indicators, including developing scopes of work for midterm and final evaluations.
- Oversee consistent application of E&E projects’ MEPs at all levels, including across project components and awardees, and, when possible, across projects;
- Ensure that data is synthesized and updated for inclusion in reports to donors;
- Contribute to the design and oversee implementation of monitoring and evaluation plans for sub-grantees on designated projects. Ensure that these plans incorporate realistic and relevant indicators and targets (including for gender and inclusiveness). Manage the routine and systematic collection of data from sub-grantees in accordance with their grant agreements;
- Work closely with HQ and project staff to develop and/or advise on logical framework and MEP design for proposed projects, in consultation with Internews’ E&E regional team and M&E Manager.
- Advise on the design and development of resources and tools to evaluate and track project indicators, such as pre- and post-test surveys, focus group questionnaires, uniform qualitative data collection, internal tracking systems, etc.
- Other duties as assigned by Internews management, potentially including communication and grant management tasks.
QUALIFICATIONS

- English language fluency required, Russian language fluency strongly preferred.
- Relevant university degree, preferably with a focus on monitoring and evaluation and research studies.
- A minimum of 5 years’ experience in monitoring and evaluation of large internationally funded democracy and governance programs, preferably media development programs. Experience monitoring USG-funded programs strongly preferred.
- Demonstrated ability to communicate M&E requirements and outcomes to project colleagues, project funders, and other stakeholders.
- Proficiency in evaluating design and development of M&E indicators. Good working knowledge of statistics and ability to obtain, analyze and interpret data and present findings in written and oral form.
- Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
- Familiarity with common assessment frameworks such as organizational capacity assessments, and principles of survey design and analysis; familiarity with digital safety/security assessments is an asset.
- Competent in qualitative methodologies and participatory assessments.
- Competent in MS Excel, word processing, Power Point and experience using statistical programs such as SPSS.
- Demonstrated understanding of USAID and other donor approaches to media development and familiarity with efforts to apply a media lens to development work;
- Experience working in challenging environments and ability to work discreetly and securely.
