Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:
SACCI seeks a senior-level anti-corruption expert to assist the project with two key areas of interventions (specified in the deliverables’ table below):
1) Basic anti-corruption course for civil service (research, design, guidance for IT developers, quality control);
2) Review city of Drohobych performance on key aspects under the Institutional Integrity Framework.
Expected level of effort: not to exceed 80 expert days.

Basic anti-corruption course for civil service
- Comparative analysis of learning materials in print / online / interactive format that a) could suit for civil service use, b) are in line with current legislation;
- Proposals for a “quilt” online introductory course of 5-8 modules (10 – 15 minutes for each module) that would provide basic information on some of the following themes (. The possible topics include but are not limited to 1) anti-corruption legislation and regulations, 2) anti-corruption bodies and bodies that investigate corruption and their mandates, 3) corruption (as defined be law) and sanctions, 4) ways of dealing with conflict of interest and other prohibitions and limitations, 5) electronic declarations for civil servants, 6) new instruments for reducing corruption risks (ProZorro), 7) new instruments for increasing transparency (open data regime). The list will be finalized based on consultations with NAUCS;
- Full canvas of the basic course (text, recommendations for imagery, etc.) spelled out in collaboration with and upon feedback from NAUCS, experts of other USAID projects and donor initiatives and external consultants;
- Test-files to check the level of knowledge retention by the course-takers (to be further installed on the course website);
- Recommendations to the company that designs the interactive course and verification of the course logic, proper depiction of materials, imagery, logic of information delivery;
- Recommendations to the company that implements the testing module to check the knowledge of course-takers;
- Analysis of feedback made by test users of the course (in piloting mode) and work with the company that designs the interactive course to incorporate the feedback into the finalized version of the course.

Review the city of Drohobych performance on key aspects under the Institutional Integrity Framework
- Analysis of the corruption prevention measures at the Drohobych city administration (DCA) using the MSI Institutional Integrity Framework Assessment Guide (to be provided by SACCI). The assessment rates the following aspects of municipality performance in the area of anti-corruption: 1) leadership and commitment, 2) decision making and discretionary power, 3) conflict of interest, 4) code of conduct, 5) gifts and benefits, 6) whistleblowing and internal reporting, 7) complaint management, 8) management and internal control, 9) internal audit, 10) transparency and access to information.
- Final report DCA with recommendations for improving corruption prevention measures.

On all above-mentioned tasks, the expert will work in close cooperation with the SACCI team, and will be able to tap into the existing SACCI staff resources for issues such as additional research or cooperation on task forces and expert teams.
Qualifications:
- Specialist/Master’s degree or higher in Law, Political Science, Public Policy, Public Administration, or other relevant area;
- Over 5 years of experience in anti-corruption, government transparency and integrity, conflict of interest prevention or relevant field in the non-government (international) / government / business sectors;
- Over 5 years of experience in adult education (delivery of trainings, capacity-building events, interactive sessions) on issues of anti-corruption, government transparency and integrity, conflict of interest prevention or other relevant fields;
- Demonstrated experience in developing anticorruption policies, strategies or plans, legal and regulatory frameworks, policy guidance, manuals and other related materials (samples to be requested at interview stage);
- Fluency in Ukrainian and Russian required. English language knowledge is a strong asset;
- Prior experience with USAID or other international donor funded projects is preferred.
