Objective of the project

To build a sound regulatory environment for non-bank financial services, which will ensure fair and efficient markets, protect consumers and promote market development, thereby contributing to sustained economic growth

The purpose of the project is to assist the Ukrainian authorities in strengthening the regulatory framework and supervision practices for securities and investment business, insurance, pensions, non-bank credit institutions, non-bank payment institutions and other non-bank financial services, taking account of EU and international standards and best practices.

Additional Short-Term Expertise:

For the implementation of activities additional short-term expertise will have to be mobilized in the area of non-bank payment systems and institutions.

The experts will work under the technical guidance from the Team Leader and components leaders. The Experts will also work closely with the project counterpart teams at the three financial regulators.

Requirements

Qualification, experience and skills:

• A master's degree in a field related to finance, economics, business or public administration, international development, or equivalent; or an additional 5 years of required general professional experience as described below.
• Fluency in English and Ukrainian (written and spoken).
• A minimum of 10 years' practical experience in banking and/or non-bank financial services regulation or practice.
• At least 5 years of experience working in payment systems area for financial institutions or financial regulators.
• Practical experience in the design of functional and operative models for interbank payment systems, securities settlement systems, delivery versus payment schemes and liquidity management mechanisms  transitional countries.
