IFES is a non-profit, non-partisan international organization. Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine.  In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women and persons with disabilities.

IFES is seeking qualified applicants for the position of Procurement Officer. The Procurement Officer will play a key role in procurement and contracting to ensure effective implementation of IFES programs. Fulltime position. One-year contract with the possibility of extension.

Job Responsibilities

Under the direction of the IFES Ukraine Senior Operations and Civic Education Officer and Senior compliance and subaward specialist, the Procurement Officer’s responsibilities will include the following:

Manage procurement process and maintain accurate and complete procurement records (including solicitation and selection process, RFP/RFQ, debarment checks, etc.) according to the IFES procurement policies;

• Provide contract management including drafting of contracts and addendums, maintaining contractual records and control of all contract correspondence.
• Identify and research potential new suppliers, negotiate services and works for the best price and value
• Manage all contract-related processes, including monitoring BOAs and other agreements, ensuring completion of scopes (in cooperation with project leads) and payments (in cooperation with finance and project leads).
• Responsible for establishment and maintenance of program registration/accreditation as well as residency registration of international staff
• Review regularly IFES policies, Ukrainian legislation, to ensure compliance.
• Provide legal advice on procurement, contracting and related issue
• Translate invoices, bids/quotations, and contractual provisions as requested
• Perform other tasks and special projects as required by management team.

Successful candidates will be able to demonstrate the following attributes:

• Bachelor’s degree in a relevant subject (ideally in law, economics, management)
• Previous experience in procurement minimum 3 years
• Strong knowledge of procurement process
• Knowledge of Ukrainian legislation in terms of contractual relations and economic activities
• Previous experience in working with a development project, NGO or International Organization preferred
• Fluency in English, Ukrainian, and Russian languages
• Proficient in the use of Microsoft Office
• Proven ability to prioritize and handle multiple tasks under tight deadlines
• Detail-oriented and highly organized
• Skilled communicator, both verbally and in writing
• Collaborative, team-oriented individual
• Ability to be discreet and maintain confidentiality
