Overview

Overall Responsibilities:

This position will support the implementation and monitoring of the Results Framework and develop an effective M&E plan, based on the program’s Performance Monitoring Plan (PMP) and Communication Plan with aim to strengthen pharmaceutical system in Ukraine to ensure transparency and cost-efficiency for desired health outcomes.

The TA will support all components of the Project, including providing technical assistance and ensuring that data designed to assess results, achievements and outcomes are collected, analyzed, communicated and applied in a systematic and consistent approach.

S/he is also responsible for helping the project to communicate its results through regular success stories and ensuring the collection, compilation and sharing of ad hoc and regular reports, including technical reports coordinated with partners. S/he will support the Country Project Director and implementing managers on an ongoing basis to gather and use evidence for decision making.

This position is for local hires. No allowances or relocation available. Candidacy and salary subject to donor approval.

Specific Responsibilities

Technical Assistance in Monitoring and Evaluation, Coordination and Communications 40%:

  • Responsible for development of an effective M&E plan based on the program’s Performance Monitoring Plan (PMP) and Communication Plan
  • Technical assistance and ensuring that M&E Plan and Results Framework are designed in accordance with the Performance Monitoring Plan (PMP) and the Communication Plan to (i) assess results, achievements and outcomes and (ii) to ensure transparency and cost-efficiency for desired health outcomes.
  • Participate in the development of SAFEMed work plans and budgets as they relate to M&E. Provide input for updating and implementing the annual work plan and budget, as necessary.
  • Maintain data collection systems, ensuring that all necessary information from routine reporting is collected, analyzed and used to guide internal project planning and reporting
  • Develop procedures and tools for monitoring and evaluating project activities based on the Results Framework and the activity timeline.
  • Support the Chief of Party and technical staff and counterparts on an ongoing basis to gather and use evidence for decision making.
  • Ensure data quality is sustained through continuous monitoring and periodic DQA
  • Ensure that follow-up actions from field visits are consolidated in a follow up tracker
  • Ensure that all monitoring tools and templates (including field visits, fact sheets, site assessment, and others) are organized and accessible to SAFEMed staff
  • Facilitate work of external consultants, as required

Technical writing/editing 40%:

  • Prepare briefings and papers for presentation to USAID, the MOH partners and other relevant agencieson SAFEMed activities and lessons learned, in collaboration with the technical team and/or implementing partners
  • Prepare quarterly reports as per USAID reporting regulations and MSH requirements
  • Maintain up to date partner profile sheets
  • Organize online document database to ensure that all SAFEMed staff have access to key documents and resources in the field and the home office
  • Develop and update SAFEMed fact sheet in collaboration with MSH home office editorial/communication officer
  • Compile lessons learned and take the lead in drafting success stories and other documents
  • Collaborate with the communications team at USAID/Kyiv to ensure responsiveness and adherence to requirements
  • Write articles about SAFEMed for general use such as success stories, MSH website updates and other requests

Data Analysis 20%:

  • Conduct all appropriate analyses, including the use of complimentary data sets and secondary analysis, and fully document activities and accomplishments in the form of Ukrainian- and English-language reports, publications, and presentations

 Qualifications and Experience

REQUIRED MINIMUM EDUCATION:

Required:

  • Bachelor’s degree:

Preferred:

  • Advanced degree in health statistics, project management, public health, communications, or related field.

REQUIRED MINIMUM EXPEREINCE:

Required:

  • At least four years of progressively responsible experience in M&E, data analysis and/or communication.

Preferred:

  • At least six years progressively responsible experience in M&E, data analysis and/or communication.
  • Experience working with MOH and national level organizations in Ukraine
  • Experience working with USAID-funded programs highly desirable

KNOWLEDGE AND SKILLS:

  • Excellent interpersonal skills and sound judgment
  • Excellent communication skills
  • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook; knowledge of appropriate methods for data analysis and reporting
  • Fluency in spoken and written English and Ukrainian; knowledge of Russian is helpful.
  • Strong organizational skills, and attention to details and ability to work in a team-oriented environment

PHYSICAL DEMANDS:

Travel requirements: Availability to travel domestically and internationally as needed estimated at a level of 10-15% of time

Keyboard use, Pulling drawers, Lifting papers <10lbs.
