General description of the position:

• Tdh Ukraine, after 2 years of an important emergency intervention in Eastern Ukraine delivering support to the most vulnerable groups (children, pregnant women, old people) through PSS, food, non-food items and cash transfers, and strengthening existing CP system through training and continuous coaching on psychosocial support and CPMS, is currently transitioning to a new program opening with broader focus on child protection-related issues in development. To assist the organization in this challenging task, Tdh is looking for a Program Manager (PM).
• Under the overall and direct supervision of the Country Representative, in close coordination with the national and regional teams, the PM will develop the long-term, programmatic approach, in line with Tdh’ strategic plan and building on the achievements of the emergency intervention, positioning Tdh as a key international player in the field of child protection in Ukraine. . S/he will promote a culture conducive to exchange and critical reflection, collective learning and working with humanitarian and development internal and external stakeholders. The PM will lead the identification of the opportunities in terms of local needs, partnerships and funding for long-term responses and will support the Country Representative in designing development programs/projects in Ukraine.

Core Functions / Responsibilities:

Strategy:

• Alongside with the CR and in consultation with the regional hub team, lead the design of the delegation’s intervention strategies, leading on the inclusion and integration of development perspective into the country’s interventions in line with Tdh Strategic Plan
• Be familiar with and promote institutional methodological guides with field teams and partners. Support the CR in making the strategic and informed decisions in terms of programs and develop project applications to support these choices.
• Ensure the connection and complementarity between the results achieved by Tdh UA so far and the new projects/ operations.
• Contribute to the design and implementation of the regional strategies on migration, juvenile justice and others, upon request. Participate in the work of the development team of the region, comprising planning, monitoring, advocacy, capacity building etc;

Research and development:

• Research and evaluate information associated with program priorities in Ukraine and the region, making them available to CR and the region;
• Identify, research and communicate about the needs and opportunities that can serve as strong foundation for Tdh to provide long-term responses in Ukraine. In collaboration with the CR, coordinate the needs of the target populations in order to readjust the ongoing projects if necessary or to launch new projects and ensure that resources are properly tailored to requirements;
• Under the supervision of the CR and in cooperation with program team in the region or at the headquarters, drives and contributes to research in the field and explores the partnership avenues/methods for its implementation (relations with institutions: university, research center, local NGO, etc);
• Identify and share within Tdh Ukraine the positive and innovative experiences, information, research, best practice, relevant tools developed by other delegations working in development;

Fundraising:

• In collaboration with the CR and the national and regional fundraising officers, identify and track opportunities for program funding in Ukraine and for the integration of Ukrainian delegation in regional projects/programs;
• Plan and develop project proposals in consultation with the regional fundraising officer, the regional program team and the CR;
• In coordination with the CR, represent Tdh Ukraine before the donors and participate in the negotiation of contract, if assigned;
• In coordination with the CR and the regional fundraising officer, draws up a list of donors interested in Ukraine, including potential sponsors and keep it up-to-date, know their strategic guidelines and organize tours of the projects in their sectors of interest;
• Draft donor profiles and guidance notes on donor priorities. Assist in developing approaches to expand Tdh donor base, including research and mapping of funding trends.

External communication: Advocacy - Representation – Networking

• Support the CR in positioning Tdh in Ukraine as a key international expert player in child protection, with interest in developing long-term responses, focused on strengthening child protection systems, migration and juvenile justice. Represent Terre des hommes in his/her field of activity before the national authorities, and at a local level; Participate in the networks, forums with development actors in Ukraine, as assigned by the CR. Represent Tdh before other international organisations, if assigned by the CR: participate in inter-NGO coordination meetings and UN agency meetings and in any other intergovernmental institution meetings being held on development issues;
• Support the CR in the negotiation and development of partnerships at local, national or regional level. Contribute to developing and maintaining strong and regular liaison and synergies with the government, national and regional authorities, the other NGO players and local organisations in development;
• Make sure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation’s mandate, ethics, themes policies, values and views are followed in relation to third parties;

Internal and Intra-regional communication:

• Act as a liaison officer between the country delegation and the region. Ensure the effective cross-organizational information flow between the team in Ukraine and the regional program team. Contribute to the effective planning and implementation of the program framework, institutional funding and other cross-regional initiatives.
• Bring the development approach and expertise into the framework of Tdh UA intervention and make sure that they are coherent with, understood by and communicated through all Tdh UA units (finances, fundraising etc)
• S/he contributes to developing internal and external dynamics at Tdh (regional partnership, networking, centers of expertise and working groups, etc.).
• Participate in monthly online discussions with the regional team and the planning processes relevant to the programs in Ukraine.

Required  Skills and Experience:

• Master degree in social sciences or related field;
• 3-4 years of professional experience in development field with focus on child protection, child rights;
• Excellent writing skills;
• Strong communication and presentation skills;
• Proficiency in English, native speaker of Ukrainian or Russian. Fluency in Ukrainian is compulsory;
• Strong experience in working with state bodies and international institutions.
