POSITION SUMMARY:

IREX seeks a qualified Reform Communications Team Lead to support the health reform in Ukraine under the upcoming USAID-funded 5-year program in Ukraine. The goals of the program are: 1) Improve health sector governance through strengthening the Ministry of Health (MOH) leadership and stewardship function, 2) Implement the new health care financing model that drives efficiency, competition and choice, 3) Strengthen the health workforce, 4) Enhance transparency, accountability and responsiveness of the health care system, 5) Strengthen health sector transformation support through strategically planned, effective and targeted information and communications, 6) Improve service delivery system at all levels. This position is contingent on funding. 

POSITION DESCRIPTION:

The Health Reform Communications Specialist will be responsible for the leading project activities related to strengthening health sector transformation support through strategically planned, effective and targeted information and communications. This position will collaborate with the representatives of the Ukrainian government, specifically the MOH, to design and lead implementation of strategic communications campaign to inform and engage Ukrainian citizens and health sector stakeholders in the reform effort. 

General Duties & RESPONSIBILITIES

  • Work with project leadership and technical teams as well as with the national health sector stakeholders to develop and implement an effective information/public education communication strategy for health reform to ensure that the public, business, the media and state agencies and authorities are informed and knowledgeable of the reform milestones;
  • Engage civil society, patient groups, and other platforms into dissemination of accurate and relevant information about key aspects of reform to citizens;
  • Identify and establish relevant communications platforms, including social media, for reform communication;
  • Lead design and execution of outreach campaigns, including on social media;
  • Track media coverage of the reform to identify information gaps and seek to fill them by developing productive and effective media engagement strategy on national and regional levels;
  • Create presentations, communication plans and other materials as required. 

SKILLS AND EXPERIENCE

  • Bachelor’s degree in communications, political science, public health or related field, master’s degree preferred;
  • A minimum of five (5) years of experience in strategic communications or public relations work in public sector industry;
  • Knowledge of Ukrainian health system, and understanding of key health reform priorities as well as social, economic, and political factors that may affect reform implementation;
  • Demonstrated ability to establish productive relationships with government officials and civil society;
  • Experience in designing and implementing strategic communications programs;
  • Knowledge of media production, communication and dissemination techniques and methods;
  • Three (3) years of working in international donor-funded projects;
  • Ability to work on tight deadlines;
  • Strong analytical, written and oral communication, and negotiation skills;
  • Proven experience in leading and managing technical teams;
  • Fluent in Ukrainian and/or Russian. Proficient knowledge of oral and written English.
