The Project Background
International Finance Corporation (IFC, member of the World Bank Group) is implementing a Crop Receipts project in Ukraine with the aim to introduce into the market crop receipts as an innovative financial instrument. With this financial tool IFC expects to increase access to inputs and finance for small and medium agricultural enterprises. Key market stakeholders expect that crop receipts will provide increased access to finance for the agriculture sector.
The Project is seeking an agriculture finance/banking short term consultant, who to work with financial institutions to promote crop receipts.
SCOPE OF WORK
Assemble and analyze key risks and value chains understanding costs of production and economic implications of crop/animal husbandry development.
Work with the crop receipts and agri-finance team to improve the enabling environment for agriculture lending.
Assist financial institutions to understand the future of agriculture and the banks’ role in lending, understand best agriculture lending practices and innovative approaches, develop and deliver training to banks to use new policies, procedures, and credit risk assessment tools; facilitate adaptation required by contributing to the bank’s agri-lending diagnostic, and mentor intermediaries on new products, tools, change management support, as required.
Deliver training to Finance Institution clients/farmers as required;
Other tasks and duties as required.
DELIVERABLES / SPECIFIC OUTPUTS
Deliverables and their timeframes:
The Consultant will agree with the Program Manager to a series of tasks to be conducted and reviewed and prepared each week.
Additional tasks will be assigned with agreement of the number of days, deadlines, and quality requirements.
ACCEPTANCE OF DELIVERABLES
Each deliverable shall be submitted to the Project and will be approved respectively by the Program Manager of Agri-Financial Services if following requirements are met:
The Deliverable must be submitted on time, according to the timeframes agreed with the Manager;
All written deliverables must be precise, technically correct, and free of grammatical and mistyping errors;
All written deliverables shall be submitted in electronic versions submitted by e-mail or on flash card. Electronic versions must be editable.
APPLICANT REQUIREMENTS
The successful applicant will have:
Practical expertise in agronomy and agricultural economics relevant to the whole country and multiple crops;
Appropriate education and training in agrarian science from a reputable university;
Experienced user of MS Excel and Word;
Demonstrated ability to set priorities and to work with minimum supervision to meet changing deadlines;
Methodological skills to identify, collect, summarize data;
Strong presentation and teaching skills required;
Excellent written and spoken Ukrainian and English language;
Able to work in a team, well-organized, self-confident and energetic.
PERIOD OF PERFORMANCE AND DELIVERABLES
The Consultant will work offsite and onsite as per a mutually agreed work plan.
Start of the contract period: September 1, 2017; End of the period: June 30, 2018.
The contract may be reviewed annually subject to work requirements.
THE PAYMENT:
IFC will pay the Consultant:
Fee payable at the end of each month after submission of a mutually agreed timesheet. A daily fee will be negotiated. Tasks that are conducted hourly, for example, 2 hour meetings each week, will be added to other tasks to calculate 8 hours as one day of pay. Larger tasks will be calculated as number of days of full engagement and pay.
