Спеціаліст з розробки моделей доданої вартості для продуктів агросектору в IFC

Міжнародна фінансова корпорація (IFC, член Групи Світового Банку), оголошує конкурс на посаду спеціаліста з розробки доданої вартості моделей доданої вартості для продуктів агросектору. Дедлайн - 17 липня 2017 року (далі – англ.). 

Title of the position: Value Chain Specialist (STC)

Projects: Ukraine Crop Receipt Project

Grade: STC1

Reporting Lines: Value Chain Specialist

Location: Kyiv, Ukraine         

Number of required days: 100 days (September 1, 2017 – June 30, 2018)

The Project Background

International Finance Corporation (IFC, member of the World Bank Group) is implementing a Crop Receipts project in Ukraine with the aim to introduce into the market crop receipts as an innovative financial instrument. With this financial tool IFC expects to increase access to inputs and finance for small and medium agricultural enterprises. Key market stakeholders expect that crop receipts will provide increased access to finance for the agriculture sector.

The Project seeks Value Chain Specialists (estimated 6 positions) as short term consultants, who have deep value chain experience in dairy, vegetable production, fruit/orchard production, berry production, meat production, and/or poultry/egg production).

Scope of Work

The Specialist shall work with Management to deeply understand the business relationships in at least 1 or more of the value chains mentioned to: 

  • Strategize where new financial instruments could be used to facilitate access to finance for farmers;
  • Design adaptations of the agrarian receipt to facilitate access to finance within that value chain;
  • Conduct the required training and technical support to facilitate agricultural lending within the value chain;
  • Deliver presentations on possibilities of implementing Crop Receipts in various value chains;
  • Liaise with other agriculture finance specialists to link financial intermediaries to provide access to finance within the value chain;
  • Innovate as required to make a difference in Ukrainian agriculture; and
  • Perform other duties as requested by Management.

Deliverables / Specific Outputs Expected from Specialist

Deliverables and their timeframes:

  • Prepare a plan to increase the use and adaptation of Agrarian Receipts to the Value Chain, including required research and tasks as required;

  • Prepare concept notes for using Crop Receipts in selected value chains;

  • At the end of each month the Value Chain Specialist shall complete a table listing deliverables and days/hours worked;

Acceptance of Deliverables

Each deliverable meet the following requirements:

  • Complete the task as agreed to by Management;
  • The Deliverable must be submitted on time, per the outputs expected.
  • All written deliverables shall be submitted in language specified by Management. These deliverables must be precise, technically correct, and free of grammatical and mistyping errors;
  • All written deliverables shall be submitted in electronic versions submitted by e-mail or on flash card. Electronic versions must be editable.
  • All other documentation in possession of the Client, which may be necessary to perform tasks described in the scope of work and deliverables sections, unless a document is protected by confidentiality status or intellectual property rights.

Special Terms & Conditions / Specific Criteria

The Consultant shall have:

  • A Bachelor’s degree, preferably in a related field, with at least 3 years’ experience in the private industry, state authority or developmental agency;
  • Strong analytical and conceptual skills;
  • Sufficient knowledge of financial market in overall and in-depth understanding of operations, internal policies and procedure of local financial institutions;
  • Strong sense of service to clients;
  • Deep commercial knowledge of one or more of the value chains described;
  • Good finance skills;
  • Understanding of the agriculture and insurance sector and major stakeholders;
  • Ability to work flexibly and under deadline pressure at times on a range of assignments, and adjust to and prioritize a variety of complex evolving tasks;
  • Ability to provide professional support to senior staff;
  • Ability to work effectively in a team-oriented, multi-cultural environment;
  • Strong interpersonal skills;
  • Excellent written/communication skills in English, Ukrainian, and on occasion Russian, are essential.

THE PAYMENT:

IFC will pay the Consultant:

Fee payable at the end of each month after submission of a mutually agreed timesheet. A daily fee will be negotiated.  Tasks that are conducted hourly, for example, 2 hour meetings each week, will be added to other tasks to calculate 8 hours as one day of pay.  Larger tasks will be calculated as number of days of full engagement and pay.
