Introduction

The project will be implemented by the Right to Protection (R2P). R2P, an all-Ukrainian charitable foundation, assists refugees, asylum seekers, stateless, internally displaced persons and conflict affected population in Ukraine.  

The project’s major objective is to ensure that stateless population in Ukraine exercise their human rights through providing legal aid and counseling in the Kyiv City and the Kyiv Region, developing of a comprehensive analysis of the legal framework regarding stateless in Ukraine and advocating for the improvement of government policy and legislation, and its implementation in response to the problems identified during the monitoring through a telephone hot-line and provision of legal aid to beneficiaries.

Position’s Overall Objectives

The Project Manager will have an overall responsibility over the implementation of a Legal Aid and Advocacy, Statelessness project in the Kyiv City and the Kyiv Region.

The Project Manager will report to the R2P Director, and is expected to spend approximately 80% of his/her time in Kyiv and the remaining travelling in the Kyiv Region.

Duties & Responsibilities

Project Implementation

• Responsible for timely and quality implementation of all project activities;
• Prepare project’s annual and monthly work plans, and ensure that all staff are familiar and adhere to the plans;
• Conduct regular team meetings to monitor progress towards expected results;
• Conduct regular field visits (Kyiv Region) to monitor project’s implementation;
• Ensure proper cooperation with partner organizations and delivery of quality services.

Budgeting and finance management

• Manage the project’s budget and oversee related procurement in compliance with donor and R2P guidelines, with support from R2P Head of Finance and Administration.

Staff Management

• Conduct the recruitment of project staff;
• Directly supervise 4 project staff: Advocate, Legal Analytic and two Lawyers;
• Provide guidance and support to project staff in carrying out their responsibilities under the project;
• Ensure effective communication, coordination and information-sharing between project staff members and other R2P relevant projects and Coordinators.

Coordination and Representation

• Establish and maintain cooperation with key duty bearers;
• Represent the project at all relevant coordination fora with partner organizations as well as duty bearers.

Reporting & Accountability

• Produce high quality and timely reports for R2P and donors within agreed deadlines;
• Comply with all relevant R2P policies and procedures, particularly with respect to procurement and the code of conduct.

 Required qualifications 

• Master’s degree or equivalent in international law, political science, development studies, international relations, management;
• Minimum three years management experience, including financial and/or budget management, in the field of international development, international assistance;
• Commitment to team work;
• Highly motivated self-starter;
• Fluency in Ukrainian, Russian and in English (speaking/reading/writing);
• Excellent strategic thinking and problem-solving skills;
• Excellent team building and staff management skills;
• Collaborative results-oriented management style;
• Ability to motivate and supervise a high-performing team in a politically sensitive environment.

We offer

R2P will offer the successful applicant a 8-month contract, renewable dependent on funding and performance.
