Polish Humanitarian Action is looking for Coordinator of Psycho-Social Support (PSS) of Protection Program for it. 

General information:

Organization: Polish Humanitarian Action (PAH), Warsaw based international non-governmental organization with representation office in Ukraine

Position: Coordinator of Psycho-Social Support (PSS) of Protection Program (with a psychological background)

Location: Kyiv, Ukraine

Job terms: Full-time

Starting date: Immediate (ASAP)

Duration: 6 months with possibility of extension

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which has been providing relief in big and small emergencies worldwide for over 20 years alongside with running long-term missions in several countries in crisis. Such interventions of both humanitarian and development character have been carried out in 44 countries so far. PAH concentrate its activities on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters by possessing long-standing expertise and implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education.

Since August 2014 PAH is present in Ukraine. From the very beginning, the primary focus of the organization was to deliver humanitarian aid to the most vulnerable groups of conflict affected population. Thus, for 27 months of being presence in the conflict affected areas, PAH provided assistance to IDPs, elders and single mothers with children in Ukraine throughout emergency interventions mostly in Food, Protection and Shelter/NFI clusters.

Summary of the Position

Under the management of Project Coordinator, s/he will be responsible for co-designing and coordinating psycho-social component of protection program targeted at conflict affected populations in Ukraine, in line with project proposal.

Key Duties and Responsibilities:

General:                                                                                                                                 

  • Supporting role in the strategic planning of psycho-social component (PSS) of Protection program for conflict affected populations including those internally displaced;
  • Implement capacity building for the PSS staff and program trainees;
  • Implement staff performance management systems for staff under his/her management as per PAH HR policy;
  • Design and supervise the implementation of MEAL (Monitoring, Evaluation, Accountability and Learning) to monitor impacts of all protection programs implemented;
  • Implement mainstreamed protection and accountability by managing implementation of proactive strategies for best protection practice including but not restricted to implementing feedback mechanisms;
  • Oversee the psycho-social support to Protection program cycle, including to ensure deadlines are met and facilitate new project proposals;
  • Lead on drafting content for internal and donor reports;
  • Carry out other duties as requested by Project Coordinator or Head of Mission.

External Relations

  • As delegated by Head of Mission, represent PAH at bilateral and inter-agency meetings;
  • Coordinate with other program managers/relevant counterparts in other humanitarian and development organizations.

Program Implementation and Monitoring Evaluation Accountability Learning (MEAL)

  • Lead on the participatory selection and identification process of community-based PSS Staff;
  • Lead on initial trainings and subsequent development of psycho-social training manuals;
  • Using all accountability mechanisms, identify new areas/risks for PSS/Protection education;
  • Train field staff and community volunteers on PSS/Protection intervention;
  • Accountable for the implementation of activities in accordance with work plan and commitments to donor;
  • Plan and guide field teams in the supervision of volunteers’ community outreach/training activities (demographically tailored PSS) to targeted beneficiaries/communities;
  • Lead on the baseline and end line surveys in collaboration with MEAL team;
  • Lead on monitoring activities in collaboration with MEAL team;
  • Ensure adequate response to beneficiary complaints in accordance with the complaints mechanism;
  • Ensure that beneficiaries and other stakeholders are engaged with to ensure the beneficiaries are listened to and engaged in the programming process, thus maintaining accountability;
  • Ensure beneficiary access to impartial PSS through comprehensively designed mainstreamed accountability training manuals and open interaction with beneficiaries and affected communities as a whole;
  • Facilitate accountability/lessons learnt sessions.

Requirements:

  • Diploma in Psychology (essential criterion) with at last 5 years of relevant work experience;
  • Prior experience with conflict affected populations and associated traumas;
  • Previous experience with psycho-social methodologies;
  • Committment to adaptive and accountable programming;
  • Experience in organization and conduction of the capacity trainings for project staff;
  • Ability to work and network with a multicultural team;
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions;
  • Strong computer skills - knowledge of MS Office; skills in Excel and Word;
  • Fluent in Russian and advanced level of English language (preffered);
  • Sound understanding of local context and humanitarian & social needs of internally displaced persons in Ukraine;
  • Prior NGO or other humanitarian experience would be an additional advantage.
