Under the direct supervision of the Senior Programme Coordinator and the overall supervision of the Chief of Mission, the incumbent will be primarily responsible and accountable for overseeing the monitoring and evaluation aspect of the mission’s projects to ensure that appropriate systems and processes are in place to track, develop and improve mission projects.
Core Functions / Responsibilities:
- Guidelines for mission projects, in part through the established system of Monitoring and Evaluation (M&E) Focal Points.
- Provide regular training and instruction to IOM Specialists in the effective implementation of IOM M&E standards and procedures.
- Constructively support Project Managers with expertise and technical assistance, to improve ongoing project M&E and effective information use.
- Develop M&E sections for project proposals as appropriate, e.g. narrative approach tailored to technical approach, timeframe, and budget; illustrative results and indicators; provide M&E input for other proposal sections including staffing, budgets, and technical, as needed.
- Support Project Managers in preparation of ToRs for external evaluations, assist and/or revise evaluation design and provide quality assurance for the evaluation reports to ensure compliance with IOM Ukraine’s M&E Guidelines.
- In coordination with Project Managers and M&E Focal Points, work on targeted M&E activities with external partners to support project implementation, such as government agencies, NGOs, IOs, academia, the private sector and individual migrants.
- Conduct expert evaluations and monitoring within the framework of project implementation in coordination with Project Managers and M&E Focal Points, including evaluation of data collected in the framework of projects.
- Analyse, maintain and report upon M&E findings regularly to internal stakeholders through participation in the Senior Staff meetings; highlighting areas of concern and success for new project development and improvement.
- Ensure easy access to M&E reports, data and progress reports on results achievement.
- Perform such other relevant duties as may be assigned.
Required Qualifications and Experience
Education
- High school diploma/certificate with at least six years of relevant work experience
OR
- Bachelor’s Degree (preferably in social sciences with emphasis on data collection and analysis) with at least four years of responsible work experience (preferably in the field of monitoring and evaluation and project development and implementation).
Experience
- Experience in the field of monitoring and evaluation and project development and implementation;
- Computer literacy and good knowledge of the MS Office;
- Knowledge of M&E instruments and methodologies;
- Proven written and analytical skills.
Languages
Fluency in English, Ukrainian and Russian is required.
