Practice Area - Job Family: Management - PROGRAMME ASSISTANT

Contract Duration: 1 Year with possibility of extension

Deadline for applications: 10 August 2016 (Midnight, New York, USA).

Purpose:  Provides effective programme support services.

Reporting structure and partners:  Reports to Monitoring and Evaluation Analyst (RBM).  Works in close collaboration with the operations, programme and project teams in the CO to exchange information and support programme delivery. 

Duties and Responsibilities 

1. Provides effective support to oversight of the CO programme through:

  • Consolidating information and keeping track of project and pipeline status, consolidating status reports and projection of unutilized funds, operational financial closure of projects;
  • Provides support to M&E Analyst application of RBM tools and preparation of management target progress reports, monitoring of IWPs, consolidation of information for annual reporting (ROAR) and periodic reporting to donors;
  • Applying established mechanisms to track use of RBM tools and maintenance of RBM database;
  • Entering agreements/addendums in database, monitoring of signed agreements, notification of upcoming milestones, reporting requirements, etc.;
  • Keeping track and consolidating records of partnership agreements (MOUs, LOAs, other framework agreements);
  • Presenting required information for audit of DIM projects;
  • Performs vendor approval in ATLAS.

2. Provides administrative support to the Programme Management Unit through:

  • Preparation of non-PO vouchers for development projects;
  • Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas. Making budget check for requisitions, POs and vouchers.

3. Supports resource mobilization through:

  • Review of contributions agreement, managing contributions in Atlas.

4. Supports facilitation of knowledge building and knowledge sharing in the CO through:

  • Participation in the trainings for the operations/ projects staff on programme;
  • Contributions to knowledge networks and communities of practice.

  • Required Skills and Experience

Education:

  • Secondary Education preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Political Sciences and Socal Sciences would be desirable, but it is not a requirement.

Experience:

  • 5 years of relevant administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English and Ukrainian.
