DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.  DRC has operated in Ukraine between 2007-2013, implementing programmes for the protection of asylum seekers and refugees, and for the capacity building of government and civil society. DRC has responded to the humanitarian crisis in Ukraine by re-entering the country in the autumn of 2014 and launching emergency humanitarian assistance for internally displaced persons (IDPs) and for other for conflict-affected populations in Berdyansk (Zaporizhia Oblast), Mariupol (southwestern Donetsk Oblast), Dnipropetrovsk city (Dnipropetrovsk Oblast), and in Donetsk (the de facto Donetsk People’s Republic). The specialized unit of the Danish Demining Group (DDG) has a national mine risk education (MRE) programme based out of Severodonetsk. The representative office is located in Kyiv.

DRC humanitarian activities in Ukraine is mainly financed with the support of ECHO, UNHCR, UNICEF, OFDA, DANIDA and DFID with protection, shelter, non-food items (NFI) and livelihoods as the main sectors of implementation.

Legal Assistance Unit:  DRC Ukraine Legal Assistance Unit is established to broaden and strengthen DRC protection services for the IDPs and conflict affected people of Ukraine. The Legal Assistance Unit implements legal aid program both directly through DRC’s own lawyers as well as through partnership with national legal aid NGOs. The Unit has four specific objectives. The short term objective of the Unit is to ensure that DRC and its partner lawyers provide high quality legal aid services. High quality shall be attained through, among others, the provisioning of back office support to field lawyers, knowledge management, and integration of legal aid services within DRC’s livelihood, shelter and other protection programs. The mid-term objective of the Unit is to develop relevant and innovative product and services with the view to increasing quality of service, and efficiency in service delivery. The objective also calls for adoption of innovative means for accessing beneficiaries in grey zone and non-government controlled areas. The other mid-term objective of the Unit is to position DRC on a platform for high impact advocacy. The long term objective of the Unit is to transfer the knowledge and capacity to national actors and contribute towards strengthening the broader civil society resources.

Position’s Specific Objectives

Furthermore, the Legal Analyst, in coordination and cooperation with other Unit staff, is expected to pursue the following objectives in his/her daily work:

  1. Ensure that high quality legal analysis is available for use by DRC and partner lawyers
  2. Research and studies are undertaken to improve Unit’s knowledge base. Primary focus is on Housing, Land and Property rights of the IDPs.
  3. Knowledge is transferred to internal and external lawyers as well as relevant members of external stakeholders through a diverse medium including printed materials, workshop and training.
  4. Actively participate in evidence based advocacy.

Responsibilities and Tasks

To achieve the overall and specific position’s objectives Legal Analyst will perform the following tasks and undertake the following responsibilities:

Research, compilation and analysis of law and practices

  • Compile national and international law relevant to the protection of the rights of IDP, refugee and stateless persons. Primary focus is on Housing, Land and Property rights of the IDPs.
  • Compile legal and administrative processes and practices in relation to the laws and regulation relevant to the protection of the rights of IDPs, refugee and stateless persons.
  • Provide legal analysis whenever needed for the use of the legal network, its lawyers, managers and external network members.
  • Conduct legal research and write thematic reports on issues identified by the legal network and the legal assistance unit.

Surveys, studies and gathering of field based information for the legal network

  • Conduct surveys and studies on relevant areas.
  • Systematically collect information through the lawyers, monitors and other field actors for use in evidenced based advocacy and other purposes
  • Prepare survey and other fact finding and documentation reports, coordination meeting minutes, statistics and other communication materials to support internal flow of information.

Training and Capacity Building   

  • Actively participate in the knowledge management within the legal unit.
  • Prepare legal literature and training materials including training manuals, briefing notes, policy papers, information materials and visibility materials. Responsible for preparing the end product.
  • Where necessary, translate training materials in Ukrainian/Russian language.
  • Conduct thematic training for lawyers, managers and other stakeholders
  • In cooperation with Unit staff, organize and facilitate roundtable discussions.
