Summary of Position:

The IREX office in Ukraine is seeking senior governance and decentralization specialists and experts for full time employment, or long or short term technical assistance consultancies on an expected decentralization and local self-governance support program.  Specific areas of technical expertise are outlined below in requirements. These positions are contingent on funding.

Required Areas of Technical Expertise:

• Fiscal decentralization and public financial management
• Municipal property management
• Government service delivery
• Legal and regulatory environment for decentralization reform implementation
• Decentralization policy analysis
• Capacity building of local government human resources
• Anti-corruption – corruption detection and prevention
• Use of information technology applications in local governance

Required Qualifications:

• Master’s Degree or equivalent in , Public Administration, Political Sciences, Social Sciences, Law  and/or other closely related field
• Minimum 5 years of technical expertise in one of the areas outlines above
• Experience in senior advisory and capacity building roles
• Experience working directly with local governments
• Openness to change and ability to manage complexities
• Excellent oral and written communication skills
• Fluency in written and spoken English, Ukrainian and/or Russian
