Background
The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system and following recently adopted legislation, allowing the selected international organizations to provide procurement support services, the Ministry of Health of Ukraine has requested the UN to support the procurement and distribution of a number of 2015 State Programme medicines and other medical products as an emergency measure.
UNDP in Ukraine is fully committed to play this role in resolving the immediate crisis and to support the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.
UNDP together with other UN Agencies (UNICEF and WHO) developed a Joint Project aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, UNDP plans to (i) procure medicines and medical products for the National Public Health Programmes for 2015 and ongoing years as needed, (ii) strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and other medical products.
UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Logistics Officer for the Project “Procurement Support Services to the Ministry of Health”.
Duties and Responsibilities
Under the overall guidance of Project Coordinator and direct supervision of Procurement Specialist, the Logistics Associate provides logistics services ensuring high quality, accuracy and consistency of work. The Logistics Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The Logistics Associate works in close collaboration with the project implementation unit, operations, programme and national counterparts.
Specifically, s/he will perform the following key tasks:
- Monitor the transportation of products purchased under the project;
- Review logistics documentation ensuring that all necessary documents are appropriately filled in and filed properly;
- Ensure timely distribution of shipping documents and related documents to local service providers;
- Ensure all products imported to Ukraine are timely custom cleared by local service providers;
- Ensure timely clearance of the cargo and storage at the Central warehouse of service provider, to avoid demurrages;
- Liaise with MOH focal point to facilitate products receipt, clearance, transportation and distribution (delivery) of products to end users, products registration issues, quality control, etc.;
- Act as a focal point within the project implementation unit for issues related to support and organization of products registration in the country;
- Maintain and improve the supply chain management system and to ensure that accountability to donors and internal stakeholders is met;
- Plan and organize supply chain of drugs and medical products;
- Participate in selection of supply chain providers, including cold supply chain;
- Carry overall responsibility for maintenance of a strong logistics and supply chain management system in the project;
- Ensure that all programme needs are met through the timely provision of appropriate supplies and other logistical support to all areas of operation;
- Support and ensure the timely custom clearance and delivery of supplies until the moment of right of ownership transfer to ensure that needs are met;
- Maintain adequate documentary evidence as required by UNDP procedures;
- Ensure delivery of products to final destinations until the moment of right of ownership transfer;
- Participate in Receipt and inspection exercises both on central and regional levels;
- Ensure quality assurance along the supply chain;
- Ensure all products purchased are stored properly and transported to sites as required;
- Arrange distribution of goods and products where necessary;
- Assist in problem solving, bottlenecks prevention, risk analysis of the supply chain;
- Provide inputs to the project reports;
- Any other duties assigned by a supervisor.
Measurable outputs of the work assignment:
- Plan of supply chain management;
- Monitoring of transportation and delivery;
Performance Indicators for evaluation of results:
- Plan of supply chain management is fully and timely implemented;
- Monitoring of transportation and delivery is completed;
Required Skills and Experience
- University degree or equivalent in Supply Chain, Logistics, Law, Economic, Social Sciences or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting;
- At least 5 years of work experience and proven track record of managing supply chain, international logistics, public or international procurements, inventory process and control of products quality; experience of working with pharmaceutical supply chain is a strong asset;
- Deep understanding of the international and national policies and procedures on supply management, procurement, relevant national and international legislation. Prior experience of working with public procurement would be an asset;
- Fluency in English, Russian and Ukrainian languages is required.
