Background
The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system and following recently adopted legislation, allowing the selected international organizations to provide procurement support services, the Ministry of Health of Ukraine has requested the UN to support the procurement and distribution of a number of 2015 State Programme medicines and other medical products as an emergency measure.
UNDP in Ukraine is fully committed to play this role in resolving the immediate crisis and to support the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.
UNDP together with other UN Agencies (UNICEF and WHO) developed a Joint Project aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, UNDP plans to (i) procure medicines and medical products for the National Public Health Programmes for 2015 and ongoing years as needed, (ii) strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and other medical products.
UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Project Coordinator for the Project “Procurement Support Services to the Ministry of Health”.
Duties and Responsibilities
Under the direct supervision of the UNDP Deputy Resident Representative and Programme Manager, the Project Coordinator will lead the project implementation unit.
Specifically, s/he will perform the following key tasks:
- Provides overall management of the project, including planning, budgeting and forecasting, implementation, reporting and supervision of Project Implementation Unit (PIU) team;
- Ensure timely preparation, update and implementation of project annual and detailed implementation work plans as well as procurement plans, and other related documents for timely commencement and implementation of the project activities;
- Coordinate and supervise the work of project team, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment and monitoring of work/results;
- Ensure proper management of the project budget. Ensure that project funds are available when needed and disbursements achieved as per the work plans and cost-sharing agreements. Liaison with Ministry of Health and Ministry of Finance in this regard, if needed;
- Create strategic partnership and serves as the lead liaison between all partners, including but not limited to the UNDP colleagues at the national and international levels, UN Agencies (WHO and UNICEF), the Ministry of Health, civil society, mass media, etc.;
- Serves as the focal point for engaging in dialogue with the MOH and stakeholders on key issues relevant to project implementation, including participation in various working groups;
- Represents the UNDP at the meetings, workshops and conferences with the government, civil society, UN Agencies and other stakeholders nationally and internationally;
- Ensure development and implementation of a comprehensive multi-channel strategic communications plan for the Project ;
- Ensure production of various promotional materials (articles in the newspaper, success stories, leaflets, etc) and organization of communication activities (press conferences and press briefings, workshops etc.);
- Monitor and ensure the efficiency and effectiveness of all project activities and partners to ensure quality of service provision and alignment of priorities, including financial and programmatic oversight, administration and procurement, and public relation activities;
- Prepare regular updates to UNDP with situation analysis (political, social, and economic) in the field of the project implementation;
- Ensure compliance of project-business processes with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures;
- Flags in a timely way issues of strategic concern and seeks the Project Board advice in finding appropriate solutions;
- Prepare project reports, including progress, semi-annual and annual reports, as well as ad-hoc technical reports;
- Ensure that the Atlas Project Management module is updated on a regular basis;
- Perform other duties as required by UNDP DRR/Programme Manager.
Measurable outputs of the work assignment:
- Full and appropriate use of UNDP Financial Operational Policies and Procedures and UNDP Standard Operating Procedures during implementation of the Project.
Performance Indicators for evaluation of results:
- Project implementation plan is fully and timely implemented;
- Relevant outputs of the project annual work plan are fully and timely implemented.
Required Skills and Experience
- Master’s Degree or equivalent in Management, Economics, Law, International Relations, Business Administration, Political Sciences, Public Administration, Public Health or other relevant areas;
- A minimum of 7 years of experience in private or public sector organization, including demonstrated success in leadership and management of large international development projects, understanding of public procurement principles and international communications is desired;
- Understanding of the international and national policies and procedures on medicines and medical devices procurement, relevant national and international legislation;
- Excellent interpersonal, oral and written communication skills;
- Prior experience with the UN Agency or International Organization is desirable;
- Fluency in English, Ukrainian and Russian languages is required.
