GOAL Ukraine: Overview
In light of the ongoing conflict and the humanitarian crisis in Ukraine, GOAL established a presence in the country in 2015 and is currently implementing an emergency response programme. Initially focused on hygiene activities, GOAL Ukraine’s programing areas are expanding in the coming months to include both cash-assistance and NFI activities, aimed at addressing the acute needs of the most vulnerable. Currently focused on Luhansk Oblast, GOAL activities in the region are coordinated from Severodonetsk and Luhansk City.
Summary of the Position
The overall objective of the post is to provide support to GOAL Ukraine’s programme. The Programme Support Officer (PSO) reports to the Country Director and works closely with the relevant Coordinators and Managers on proposal development and donor reporting.
Key Duties
Donor Proposals and Reporting:
- Coordinate the development of quality donor proposals, facilitating input from the programme managers, field teams, finance, HR, logistics and other relevant departments—writing and editing input as required.
- Coordinate the development and timely submission of donor reports, programme reports internally and to HQ and all other reporting obligations—writing and editing input as required.
- Provide information to the programmes and other support departments on the proposals and reports.
Information Management:
- Maintain and update proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific roles
- Ensure effective documentation and filing of meeting notes and action points.
- Maintain and update the programme information database (indicators, programme staff movements, workplans, internal reports, project overviews).
- Facilitate, participate in and document project reviews and evaluations and ensure learning is understood and disseminated to field and head office-based stakeholders.
- As agreed with the Country Director, represent GOAL Ukraine as appropriate at external fora.
Programme & Administrative Support:
- Provide administrative support to the senior management team in Kiev (e.g. Country Director and Finance Controller)
- Organize transport for staff movements for Kiev based staff and to/from field
- Provide support to the Administrative Coordinator in the general running of the office, including in relation to office supplies and equipment (e.g. restocking office supplies, organizing equipment repairs), filing, etc.
- Perform other duties as requested by the Country Director
Essential Requirements
- University degree in ideally with a specialisation in development, humanitarian aid, international law, social sciences or another relevant field.
- Familiarity and ideally at least one year’s experience with proposal writing, logical framework development and donor reporting (UNICEF, DFID, ECHO, Irish Aid, USAID/OFDA etc)
- Experience of relief and/or development programmes an advantage.
- Excellent IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information.
- Ability to work and network with a multicultural team
- Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
- Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel)
- Committed team player
- Excellent analytical and writing skills in English
- High proficiency in written and spoken English, fluency preferred
- Ability to speak / write in Russian and Ukrainian
