The armed conflict in the eastern Ukraine has exerted a strong impact on the political, social and economic fabric of the Donetsk and Luhansk oblasts, leading to harsh vulnerabilities of population and lack of basic services. The deterioration of basic functions of the local government has reduced the quality of life and security, and caused out-migration of more than a million people. Over 5 million residents of the Donetsk and Luhansk oblasts are in need of some kind of early recovery support.

To bring normal life back to the local communities, new economic opportunities must be created through effective economic and social recovery responses. The region’s major social and economic development needs are: (i) reconstructing damaged infrastructures; (ii) restoring damaged enterprises and plants; (iii) restoring the government’s ability to fund and manage social support; (iv) improving the business climate; (v) addressing social and economic problems of internally displaced people.

Taking this into consideration UNDP has initiated implementation of the Projects on Social and Economic Recovery of Donbas Region and Support to IDPs, funded by the Government of Japan. The overall objectives of the projects are 1) to support restoration of critical social infrastructure and services for the most vulnerable groups, 2) to strengthen capacity of authorities and service providers on integrated and community-based social services, 3) to support local economic recovery, 4) to improve living conditions by creating employment and income generation opportunities and enhancing the employability and resilience of affected population of Donetsk and Luhansk oblasts, and 5) to strengthen the coping mechanisms for improving livelihoods of IDPs in their new locations and, where appropriate, to support reintegration into their home locations. The projects aim to achieve these objectives by: (i) rehabilitating critical economic infrastructures; (ii) enhancing opportunities for employment and entrepreneurship; iii) Improving livelihoods of IDPs in relocated and home places by providing them employment and social services; (iv) strengthening local authorities’ capacity for creating enabling environments for business and employment opportunities. The geographic coverage of the projects includes the Government controlled urban as well as rural areas of Luhansk and Donetsk oblasts.

Within the framework of implementation of the Projects, UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Driver.

Under the overall supervision of the Project Manager and direct supervision of the Local Coordinator and the Project Assistant, the Driver will be responsible for maintaining and driving office armored vehicle. Specifically, s/he will perform the following key tasks:

• Timely and safe driving of projects employees, consultants, projects guests, projects visitors, UNDP staff at the authorization from the projects management;
• Performing tasks related to the daily maintenance of the vehicle;
• Maintaining daily vehicle logs (mileage, fuel consumption, travel routs) and submitting logs to the Project Assistant on a timely basis;
• Ensuring that repair and maintenance services are done on armored vehicle in time;
• Ensuring that all instructions regulating safe driving behaviour and Rules of the Road are in hand and strictly followed;
• Ensuring that the vehicle has valid insurance and first aid kit;
• Driving the projects’ vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks as required under the projects;
• Assist in the organization of and logistical preparation for field trips, visiting missions, etc.;
• Assist in reviewing records related to in-country missions and field trips;
• Support in registry of incoming and outgoing documents and correspondence;
• Provide clerical support to projects activities;
• Assist in general maintenance of the office premises assigned to the projects;
• Performing other duties as required.

Measurable outputs of the work assignment:

• Delivery of quality driving service through well maintaining of vehicle and safe driving.

• Secondary Education;
• Valid Ukrainian driving license (minimum categories B and C, preferable - all);
• At least 5 years of professional driving experience;
• Experience of driving in the conflict-affected areas will be considered as an asset;
• Fluency in Ukrainian/Russian language, knowledge of English would be an asset.
