Role and responsibilities
The purpose of the Technical Specialist positon is to propose sound technical solutions for repair and rehabilitation of buildings and to prepare and manage all required technical documents in line with NRC standards and procedures and national regulations.
Generic responsibilities
Do technical/structural assessments of buildings and propose technical solutions for materials/NFI assistance, repair, rehabilitation and/or reconstruction, including water and sanitation facilities, to ensure that projects are implemented in a timely manner and according to strategy, proposals, budgets and plans.
Management of construction tender processes and construction contracts management in line with shelter tools, handbooks, NRC policies and donor requirements
Involve and inform communities and local authorities about the activities and ensure that all construction projects are in line with national guidelines and regulations.
Break down the annual operational plans into weekly, monthly and quarterly implementation plans
Coordinate with humanitarian actors and other relevant partners vis a vis project implementation
Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required
Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Prepare technical documentation such as work plans, technical specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD), and tender documents for procurement of construction services.
Provide technical support for supervision of construction works and control of quality of materials and workmanship, according to technical specifications and documents.
