Supervision of:                       N/A

Duty station:                            Luhansk and Donetsk Oblasts    

Travel:                                      75%

Duration and type of contract:   12 months contingent upon availability of funds

  1. Role and responsibilities

The purpose of the Technical Specialist positon is to propose sound technical solutions for repair and rehabilitation of buildings and to prepare and manage all required technical documents in line with NRC standards and procedures and national regulations. 

Generic responsibilities

  1. Do technical/structural assessments of buildings and propose technical solutions for materials/NFI assistance, repair, rehabilitation and/or reconstruction, including water and sanitation facilities, to ensure that projects are implemented in a timely manner and according to strategy, proposals, budgets and plans.

  2. Management of construction tender processes and construction contracts management in line with shelter tools, handbooks, NRC policies and donor requirements

  3. Involve and inform communities and local authorities about the activities and ensure that all construction projects are in line with national guidelines and regulations.

  4. Break down the annual operational plans into weekly, monthly and quarterly implementation plans

  5. Coordinate with humanitarian actors and other relevant partners vis a vis project implementation

  1. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  1. Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures

  2. Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required

  3. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities

  1. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Prepare technical documentation such as work plans, technical specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD), and tender documents for procurement of construction services.

  • Provide technical support for supervision of construction works and control of quality of materials and workmanship, according to technical specifications and documents.

  • Review and analyze contract claims and variation orders, and validate the completion of works, and interim and final payment certificates
  • Prepare the monthly cash and payment forecast for activities carried out by contractors

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Implementation: Shelter Officers, Logistics Officer, Finance/Admin Officer, Security Officer

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • 4 years’ experience from working as a structural engineer/quantity surveyor
  • Higher education, within architecture or structural engineering or related field of study
  • Experience with design and construction of water and sanitation facilities is an advantage.
  • Documented results related to the position’s responsibilities
  • Previous experience from working in complex and volatile contexts.
  • Knowledge of computer programs: MS Word, MS Excel, MS Project, AutoCAD

  • Fluency in English, both written and verbal
  • Excellent time management skills and ability to perform under tight deadlines;

  • Valid driver’s license

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Previous experience from a humanitarian/recovery context is an advantage
  • Experience with start-up of new shelter or related projects is an asset

  • Solid understanding and experience of crisis contexts and working in complex emergencies.
