Ukrainian Center for Independent Political Research (UCIPR) announces a call to fill a potential vacancy of a Deputy Director / Performance Monitoring & Evaluation (PME)/Inclusiveness Specialist in the project Ukraine Civil Society Enabling Environment Activity.
It is planned that the project will last for 5 years and will be funded by the United States Agency for International Development, USAID.
Estimated time of the start of the project: July 2014
RESPONSIBILITIES AND TASKS
Project Deputy Director/Performance Monitoring & Evaluation (PME)/Inclusiveness Specialist will assist the Director in managing all program components with the special focus on monitoring and evaluation, gender, inclusiveness and other mandatory factors, as well as in the development of all project documentation, including the Performance Monitoring and Evaluation Plan (PMEP).
S/he will prepare drafts of such documents: Initial Implementation Plan, Performance Monitoring and Evaluation Plan (PMEP), Annual Implementation Plans (AIP), Semi-annual Performance Reports and Final Report.
S/he will provide management oversight of all staff and assist in managing office operations.
S/he will support the Director in overseeing the quality, cost effectiveness, and timeliness of performance of all work to ensure that the project is meeting proposed objectives and targets.
S/he may conduct various analyses and surveys to measure the progress of the project implementation when necessary.
S/he will collaborate with implementing partners to coordinate efforts and share results.
S/he will represent the program to USAID and other constituents, as needed.
S/he will conduct monitoring and evaluation foundations studies for UCIPR staff
Job Specifications:
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, diplomatic, and able to adhere to deadlines.
Specific qualifications include:
In addition, the PME Specialist should be familiar with USAID requirements to the PMEP structure that contains project objectives, expected results, performance indicators, data sources, collection methods, baseline information, a timeline for collecting it, targets, and the names of responsible individuals.
S/he should be able to develop such indicators that credibly reflect the actual performance of the project. (Gender integration expertise is preferred as well.)
Assumed involvement will be on a full time basis from 9.00 to 18.00.
Workplace: a separate desk with a computer. Office in the center of Kyiv.
