FHI 360 is searching for Strategic Information (SI) Advisor.

The Strategic Information (SI) Advisor will support the USAID-funded RESPOND Project to strengthen HIV and AIDS services for key populations in Ukraine through the strategic use of information for improved programming.  Through training and technical support, s/he will build capacity of private and public sector partners in translating monitoring and evaluation data into information that can be analyzed and used for decision making, prioritization and quality improvement.  The Advisor will lead implementation science (IS) activities, including supervising research and monitoring of grantees implementing evidence based interventions, facilitating the IS technical working group of experts, and creating a national IS plan for Ukraine.  S/he will ensure that sound, relevant data is available for both project staff and partners and stakeholders.

Qualifications:

• Master’s degree in public health, development, or related discipline.
• 7+ years’ experience with HIV and AIDS program monitoring and evaluation, and operations research, including designing, implementing and/or testing HIV/AIDS services, and using evidence for learning and programming.
• Experience in building capacity of government and nongovernment actors.
• Experience with evaluation and research design, data collection and analyses, indicator construction, GIS, curriculum development.
• Proficiency in English; Fluency in Russian or Ukrainian language skills.
