IOM is looking for the highly-skilled capacity building trainer to build the capacity of civil society network, specialized in the protection of migrants, refugees and national minorities in Ukraine.
Background
Within the framework of the multi-faceted project titled “Capacity Building to Monitor and Implement National Mechanisms to Counter Xenophobia and Discrimination in Ukraine”, one of the project component is aimed at building the capacity of civil society, specialized in the protection of migrants, refugees and national minorities in Ukraine, to monitor and evaluate implementation of the current legislation and policy.
The overarching aim of the project is to contribute to the protection of the rights of migrants, members of vulnerable groups, and victims through reducing obstacles arising from discrimination and manifestations of hate crime. The project will be built on the already-functioning platform of the Diversity Initiative (DI) Network, a group of 65 civil society, government and private actors, co-chaired by IOM and UNHCR since 2007. Outcome:
A stably-funded, unified group of civil society actors within DI network in possession of monitoring and reporting skills, with the common goal of improving rights projection for migrants and members of vulnerable groups through reducing obstacles arising from discrimination and manifestations of hate crime, would be better able to confidently raise issues with the Ukrainian government, international organizations, and governments of third countries and subsequently work jointly to try to solve identified challenges as a respected partner, than if different NGOs were to individually undertake such initiatives.
Deliverables
Specific Functions:
The trainer will prepare and conduct an applied learning training program (four one-day workshops) for NGOs members of the Diversity Initiative network on the following topics:
Output - strategy of the DI network developed.
Output - at least one joint project proposal developed (concept note and logical matrix, up to 3 pages).
Output: advocacy action plan for one year.
The training should be built strongly on the applied learning principles encouraging the participants to acquire ‘hands on’ skills through practical work (assignments). It should also combine in-class with out-of-class approach (to provide consultations on home assignments between in-class training sessions).
Phase 1: 15 -28 February 2014
Drafting concept of the trainings including questionnaires, agenda and training materials
Phase 2: 1 – 15 March 2014
Preparation and conduct training session on strategic planning of the DI network
Provide consultations on home assignments between in-class training sessions
Prepare third session on the project design and M&E skills.
Phase 3: 16 – 31 March 2014
Third session on the project design and M&E skills to be delivered.
Phase 4: 01 April – 30 April 2014
Provide consultations on home assignments between in-class training sessions
Prepare fourth session on advocacy strategy.
Phase 5: 01–31 May 2014
Fourth session on advocacy to be delivered.
Phase 6: (01-15 June 2014)
Consolidation of the final report to assess level of knowledge for members of DI Network NGOs based on pre- and post-training tests.
Desired qualifications:
Languages: Fluent Ukrainian and Russian. English is an asset.
Performance Evaluation
Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
Financial arrangements
Payment is output‐based and will be disbursed in installments upon confirmation by IOM on delivering of the contract obligations in a satisfactory manner.
