The project will be implemented by the Right to Protection, an all Ukrainian non-government organization and funded by the EU-Delegation to Ukraine. The project is aimed to improve civil society capacity to promote reform in the area of migration and asylum and to enhance policy dialogue between public authorities and civil society in this field. Specifically the projects aims at developing and maintaining effective relationship and dialogue between CSOs and key state actors in the field of border-management, migration and asylum,  strengthening CSO’ coalitions working in the field and enhancing their capacity to engage with relevant authorities at all levels and to advocate for the reform of national legislation and policies and administrative practices to European standards, and informing and reinforcing civil society controls over implementation of legal standards, strategies and policies in the field of  migration and asylum.

The Right to Protection (R2P) is one of the only refugee-assisting international organisations present in Ukraine. R2P runs several programs in Ukraine under an agreement with the UN High Commissioner for Refugees (UNHCR). The programs provide protection and legal assistance to asylum seekers and refugees from around the world. R2P also contributes to building a humane asylum system in Ukraine by training local judges, immigration and law-enforcement officials, and law students, and by developing legislative proposals and administrative regulations. The programmes centre themselves on R2P’ experience in rights-based protection of vulnerable persons, while being based on concrete needs identified by R2P.

Project Manager’s Overall Objectives

The Project Manager will be responsible for the day to day running of the EU-funded project “Advocacy and Government Capacity Building in Migration”, managing events, running the project steering committee, setting up and maintaining website functionality, and managing grant distribution activities. The Project Manager will be the key contact point for all partners and is also responsible for ensuring adequate monitoring and recording of activities.

Responsibilities and Tasks

The primary duties of the Project Manager will include:

  1. Supervise and coordinate implementation of the R2P EU-funded project, development work plans, procurement, consultancies, recruitment, logistics, budgeting and disbursements under supervision of the R2P senior management;
  2. Coordination and supervision of the project professional, administrative and support staff and temporary help, including a full scope of activities and measures to implement current personnel policies and procedures, i.e. signing contracts and other official documents;
  3. Establish close collaboration and working arrangements with the project partners to ensure timely conduct of the project activities and adequate communication of all stakeholders including Government, NGO partners, international NGOs;
  4. Establish working relationship with the EU-Delegation to Ukraine and ensure smooth communication between the donor and R2P;
  5. Prepare and submit narrative and financial reports to the EU-Delegation to Ukraine in a timely manner and collect monitoring data and ensure that all project projects are collecting appropriate monitoring data as outlined in project commitments; 
  6. Financial management of the R2P EU-funded project, including but not limited to, on-going management of operating accounts, preparation of monthly, quarterly and annual financial reports, preparation and monitoring of budgets, supervision and coordination of outside auditing and accounting consultants, disbursements of payments under R2P contractual obligations, and other necessary activities;
  7. Monitor and supervise the work of the project personnel and project partners, facilitate meetings and, as far as possible, ensure the timely and responsive delivery of outputs and reports;
  8. Organise and participate in the Project Steering Committee, training and other project activities as requested;
  9. The Project Manager recruit and organise grant distribution to Ukrainian CSO representatives to enable them to take up traineeship opportunities at European and International Institutions and NGOs, ensuring that grant recipients submit traineeship reports in a timely manner;
  10. Participation in meetings and conferences on behalf of R2P.

 Functional Competencies:

  • Proven capacity to manage large- and middle- scale international projects, design, and produce quality knowledge products, including reports and  policy papers, etc.;
  • Specific knowledge of the refugee issues at the international and national levels, including experience in or knowledge of human rights situation is a strong asset.

Corporate Competencies:

  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treat all people fairly without favouritism;
  • Fulfil all obligations to gender sensitivity and zero tolerance for sexual harassment.

REQUIRED SKILLS AND EXPERIENCE

Education: 

  • Master’s degree or equivalent in international law, political science, economics or related field.

Experience: 

  • Minimum 3 years of work experience in the field of NGO management, managing medium- and large-scale international projects.

Skills/ Abilities: 

  • Excellent ability to communicate effectively in English, Ukrainian and Russian, both verbally and in writing.
  • Ability to work independently and to deadlines.
  • Ability to work inn close collaboration with team members.
  • Good analytical skills, and attention to detail.
  • Good organizational and administrative skills.
