IFES Local Election Training Expert

Job Description

Under the parliamentary, presidential and local election laws, the Central Election Commission (CEC) is responsible for providing training members of lower level election commissions. IFES has been providing technical assistance to the CEC as it develops training materials and programs to fulfill this mandate. IFES is seeking a Ukrainian election training expert to work on a contract basis with the training unit of the CEC for several months.

 Local Election Expert Responsibilities:

Working with the IFES Lead Training Expert and colleagues in the CEC, under the overall supervision of the IFES Chief of Party, the Local Election Training Expert will:

  • Work in the offices of the CEC from Monday to Friday during that organization’s normal business hours;
  • Contribute to the development and improvement of training materials according the current laws;
  • Take part in the elaboration of a plan of training for election officials;
  • Take part in the elaboration and implimentation of training programs and training materials;
  • Conduct training seminars for CEC staff responsible for training and members of election commissions;
  • Participate directly in the evaluation of the effectiveness of training conducted ;
  • Develop policy options for establishment of a training unit within the CEC, including job descriptions for training unit staff;
  • Provide daily assistance to the training unit;
  • Produce and present the final report on the work done;
  • Carry out other duties as assigned by the IFES Chief of Party.

Qualification requirements:

Successful candidates will have:

  • Previous experience in training, preferably on the conduct of elections
  • Previous experience in preparation of training materials and programs for election commissioners
  • General understanding of the electoral system and electoral procedures
  • Previous experience of taking part in administering or observing elections, or any other election related experience is desirable
  • Organizational skills and proven ability to focus on results
  • High sense of responsibility and ability to work with minimum supervision;
  • Good communication and interpersonal skills
  • University degree in law, political science or a related field is desirable
  • Fluency in oral and written Ukrainian;
  • Fluent English and Russian
  • Good computer skills (MS Office)
