Consultant to conduct service mapping to identify the geographic location and type of services among HIV key populations service providers in three new regions: Cherkassy, Zaporizhzhya, and Poltava using ARC GIS software.

Background

To inform its project activities, the Improving HIV/AIDS Services for Most At-Risk Populations (MARPs) in Ukraine Project is conducting several research and assessment activities such as service mapping, inventory of interventions, and review of the evidence for selected interventions within services for key populations (PWID, CSW, MSM, MARA, prisoners and partners of key populations).

During October – December 2013 the project will conduct Data Demand and Use for Decision Making (DDUDM) tailored regional workshops in each initial project oblasts (Chernigivska, Mykolayivska, Lvivska, Odeska and Dnipropetrovska oblasts), where it collaborates with public and non-government organizations. In January 2014 a second national level workshop with participants from the 3 new oblasts (Poltava, Zaporizhzhya, and Cherkasy) will take place. It will followed by tailored regional events in each new oblast from Feb-March 2014. 

The Project is also expecting to conduct service mapping to identify the geographic location and type of services among HIV key populations service providers in three new regions: Cherkassy, Zaporizhzhya, and Poltava using ARC GIS software. 

Main purpose of the consultancy

The purpose of the consultancy is to provide support to Project activities though technical advice, work with key stakeholders at all levels to collect and analyze necessary information, provision of inputs to reports on project activities, planning and facilitation of Project-related events.

Objectives.

Key objectives/activities within consultancy:

  • Support Data Demand and Use for Decision Making (DDUDM) regional workshops through preparatory communication with local authorities, presentations and facilitation of discussions with stakeholders;
  • Support inventory of intervention activity through technical advice; draft formal descriptions of interventions for their inclusion in the compendium of interventions as per defined standards;
  • Participate in Project Team meetings as necessary;
  • Support service mapping activity in new project regions through collection of data from stakeholders and service providers, analysis of data, its validation and development of service mapping reports;
  • Present results of the work and facilitate their discussion with stakeholders.

Deliverables:

The contract will be considered successfully completed when the following deliverables are met:

PERIOD OF PERFORMANCE:  Not to exceed 67 days between the period of October 1, 2013 – March 31, 2014.

Key requirements for the consultants:

  • High University Degree. Relevant University degree (Public Health, Social Science, Statistics, and Medicine etc.) is a plus.
  • Proven experience of work in both national and regional levels in strategic planning in HIV/AIDS field;
  • Proven experience of facilitation of the dialogue between authorities and non-governmental sector (in strategic planning in particular) on both national and regional levels;
  • Experience of work with M&E data in HIV/AIDS and its usage;
  • Experience in data collection through interviews, secondary data analyses and other methods;
  • Experience in analytical review preparation based on collected data and results of secondary data analyses
