PDP II TRAINING AND EVENTS COORDINATOR


The Parliamentary Development Project for Ukraine (PDP-II) is seeking to immediately fill the full-time position of Training and Events Coordinator.

PDP- II works with elected members and staff of the Verkhovna Rada of Ukraine, the Secretariat of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine and individual ministries, research and educational institutions, and civil society organizations in conducting seminars, workshops, and training sessions for improved law-making, greater transparency, more effective public participation in the legislative processes and for improved legislative policy development. The PDP-II Training and Events Coordinator will be principally responsible for providing support to PDP-II managers, specialists, trainers and consultants in organizing all project training programs including for both legislative and executive branch officials and civil society organizations. PDP-II is a USAID project implemented in Kyiv by the John Glenn School of Public Affairs of the Ohio State University under contract with Indiana University. The project has been operating in Ukraine since 1994 and the current phase is planned to operate through May 2011.

Responsibilities include:

Work closely with the Project Director in Kyiv, Deputy Project Director, PDP activity managers and consultants and project counterparts, to identify, plan and implement training programs and other events;

Assist in the design and production of training manuals and course outlines according to established standards;

Coordinate all training activities and maintain a schedule of all project training activities;

Work with international and local technical specialists to ensure that training program curricula are captured for future use by the Ukrainian Training Counterparts

Using evaluation and feedback mechanisms, solicit periodic feedback from trainees to identify how they have put the skills and knowledge attained in the training programs to practical use;

Assist in implementing training needs assessments and developing curricula on topics critical to the effective function of parliament and national government structures with the goal of developing effective legislative policy development strategies;

Assist to ensure that effective use of new technologies are included in the PDP training modules (e.g., for e-learning, web or TV-based courses);

Maintain a library of all PDP-II training modules;

Assist in the management of a training program for interns participating in the internship program in the legislature and executive offices – including design and conduct of an intern orientation and regular seminar programs and policy analysis training to ensure compliance with PDP Training Standards;

Work with the PDP activity managers and the Office and Finance Manager to ensure that appropriate venue, resource support and training aids and personnel are secured for all training events;

Work with the project technical team and training specialists to develop avenues for transferring PDP-II training programs to external organizations and institutions to serve as resources in providing future training services to members and staff;

Maintain a database of training resources for parliament members, staff and assistants;

Participate in all work plan development, performance monitoring and project reporting activities.

Other duties as assigned.

Qualifications:
At minimum the successful candidate will have
• A minimum of 3 years experience working with an international development organization, educational organization
• Experience in project management and event planning;
• Basic knowledge of project budgeting, reporting, and strategic planning;
• Demonstrated ability to work on multiple tasks and to take initiative
• Demonstrated ability to work in a team setting
• A degree in education, law, sociology, political science or related field of study or equivalent experience; and
• Working knowledge of English and Fluency Ukrainian required
• Experience working with national-level governmental offices a plus
