NGO “Institute for Economic Research and Policy Consulting” (IER) intends to purchase services of an Independent Auditor to conduct Recipient Contracted Audit for the Calendar Year 2012. The potential contract duration will be approximately 2 months with estimated end date as of August 30, 2013. The IER acts as procurement agent while the contract with selected auditor will be signed with the Ukraine National Initiatives to Enhance Reforms (UNITER) project funded by USAID and implemented by Pact, Inc.

NGO “Institute for Economic Research and Policy Consulting” expects that prospective Auditor will:

• Assess financial statements for 1 (one) project and express its opinion whether it conforms the terms of the relevant agreement, donor demands and generally accepted accounting principles and standards.

Detailed task specifications are listed in Appendix 1, but the final requirements for the consultant can be clarified during the negotiations.

Final Recipient contract auditing (RCA) report shall not exceed 15 pages, be written in English, and should be presented to the Institute for Economic Research and Policy Consulting and to the Ukraine National Initiatives to Enhance Reforms (UNITER) project funded by USAID and implemented by Pact, Inc.

Qualification Requirements

• Knowledge of best practices of financial management in non-profit organizations;
• Experience in financial audit of technical assistance projects;
• Capacity to provide quality services within the identified period of time;
• Accreditation with USAID for auditing international project.
