Background

To inform its project activities, the Improving HIV/AIDS Services for MARPs in Ukraine Project (the Project) is conducting several research and assessment activities including baseline surveys, service mapping, inventory of interventions, and review of evidence for selected interventions within services for key populations (PWID, CSW, MSM, MARA, prisoners and partners of key populations). These activities are led by Project staff, including M&E Advisor, Social Behavior Change Officer, and Strategic Information Officer, and these activities would require assistance from consultant with experience in research and assessment methods. The Project cooperates with organizations at the national level (State Service, Ukrainian Center for Control over Socially Dangerous Diseases, International HIV/AIDS Alliance in Ukraine, Network of People Living with HIV and other partners), and works in 5 regions of Ukraine (Chernigivska, Mykolayivska, Lvivska, Odeska and Dnipropetrovska oblasts), where it collaborates with public and nongovernmental organizations, both individually through cooperation with separate organization and during regional events of the Project.

Main purpose of the consultancy

The purpose of the consultancy is to provide support to Project activities though technical advice, work with key stakeholders at all levels to collect and analyze necessary information, provision of inputs to reports on project activities, planning and facilitation of Project-related events.

Objectives

Key objectives/activities within consultancy:

  • Support inventory of intervention activity through technical advice on the tools, research on evidence for interventions, data collection from service providers through using developed tools, analysis of data and presentation of the results;
  • Contribute to the development of the format of the compendium of evidence-based interventions for HIV Service in Ukraine;
  • Draft formal descriptions of interventions for their inclusion in the compendium of interventions as per defined standards;
  • Participate in Project Team meetings as necessary;
  • Support service mapping activity in Project regions through collection of data from stakeholders and service providers, analysis of data and development of service mapping reports;
  • Present results of the work and facilitate their discussion with stakeholders.

 Timeframes

The expected start of the consultancy is April 10, 2013. The duration of the consultancy is 6 months with possible extension based on performance and project needs.

Qualifications

•           Master’s degree in international public health, international development, or related discipline

•           At least 5 -7 years of relevant experience in evaluating and monitoring HIV/AIDS programs

•           Demonstrated experience in implementing and/or testing/evaluation HIV/AIDS services, and using evidence for learning and adapting programming

•           Experience in research in HIV/AIDS area

•           Demonstrated experience in building capacity of government and nongovernment/civil society actors

•           Experience with USAID or other donor-funded projects in the area of HIV/AIDS
