The Parliamentary Development Project II, Legislative Policy Development Program implemented by the Ohio State University for USAID Democratic Parliamentary Strengthening Program in Ukraine, seeks motivated candidates with appropriate experience for the post of Activity Manager for Assistance to the Verkhovna Rada of the Autonomous Republic of Crimea.

The incumbent will be required to perform the following functions:

  • Manage and coordinate project activity that promotes improved procedures and practices in the Verkhovna Rada of the Autonomous Republic of Crimea for legislation, oversight and public outreach and transparency
  • Manage and coordinate project activity that promotes improved and strengthened legislative – executive relations; and improves cooperation and coordination between various units and subdivisions of the Verkhovna Rada of Crimea and the legislative and executive bodies of Ukraine
  • Identify, participate in the development and design of training modules and manuals and oversee the conduct of trainings for parliamentary staff, developing work and implementation plans for this component and harmonizing activities with coordinators of other program components
  • Train and monitor a team of Ukrainian research and information officers providing services to the members and staff of the Verkhovna Rada of the Autonomous Republic of Crimea;
  • Clarify and convey research requests to expert researchers in Ukraine and abroad in response to queries initiated by members and staff of the Verkhovna Rada of the Autonomous Republic of Crimea
  • Include gender component into all major programmatic activities in order to include a gender impact analysis component into all legislative processes.
  • Work cooperatively with Crimea Project Assistant to manage intern program at the VR ARC;
  • Provide mentoring and supervision to Crimea project staff and interns
  • Reporting on a regular basis to project management
  • Perform other functions as might be required/entrusted The successful candidate will be expected to have:
  • Advanced degree in Law, Public Administration, Public Finance or Political Science, or other relevant degree and a minimum of five to ten years relevant professional experience
  • Knowledge of parliamentary operations, parliamentary oversight functions, and experience of work with legislature bodies
  • Knowledge of intergovernmental relations and/or intergovernmental finance and budgeting
  • Ability to work independently and take initiative, as well as to coordinate activities as part of a team, demonstrated effective problem-solving skills
  • Gender sensitivity
  • Excellent interpersonal and communication skills
  • Ability to prioritize and work on multiple tasks simultaneously
  • Excellent command of spoken and written Ukrainian and Russian; knowledge of English required
  • This position is located in Simferopol and requires periodic travel to Kyiv
  • Knowledge of Crimean history and culture Salary is competitive and commensurate with experience.
