1. POST CONTEXT

The NATO Representation to Ukraine (NRU) facilitates political and military dialogue and co-operation between the Alliance and Ukraine, as well as coordinating NATO’s practical support to Ukraine.
The NRU is a principal stakeholder in coordinating NATO’s Comprehensive Assistance Package (CAP), which is NATO’s overarching framework to provide practical support to Ukraine. It covers two main areas of work: urgent non-lethal military assistance based on Ukraine’s immediate needs, mid and longer-term projects designed to assist Ukraine with its reforms in the defence and security sector and post-war recovery.
The Project Officer is responsible for Comprehensive Assistance Package projects   development, coordination and delivery, including stakeholder management.

2. QUALIFICATIONS AND EXPERIENCE

a. ESSENTIAL
The incumbent must:
• be a citizen of Ukraine or have permanent residence in the country;
• have an advanced university degree in politics, law, international relations, security or defence studies, or another relevant field;
• have a minimum of five years of work experience in project management, including in design, implementation and evaluation;
• have experience in drafting reports and memos;
• have experience in making public presentation;
• have language proficiency: English, level 5 (Advanced); Ukrainian, level 6 (Proficient);
• have excellent computer skills (MS Office applications); and
•    have no criminal record and pass security vetting.

b. DESIRABLE
The following would be considered an advantage:
• previous work experience in a similar position;
• previous work experience in an international organization, embassy, and/or in a military environment;
• experience working in an international environment;
• Previous work experience in one of the CAP priority areas;
• experience in working with security and defence sector institutions;
• flexibility to work outside of normal working hours when necessary;

3. MAIN ACCOUNTABILITIES

•  initiate, develop, plan, implement, monitor, evaluate, and close projects in relevant areas of cooperation under the CAP;
• engage in discussions, collate, analyse, and coordinate national needs and requirements with the defence and related security sectors, including affiliated academic institutions, as well as national institutions and representatives of civil society.
• forge, enhance, and sustain partnerships with Ukrainian and international counterparts, critical to the success of assigned projects and/or areas of cooperation;
• manage the day-to-day operations of assigned projects, ensuring the visibility of CAP activities
• act as a representative for the assigned portfolio to third parties, including NATO Headquarters, Allied and Partner Embassies, international organisations, and national partners;
• contribute to CAP-level documentation relevant to the area of assigned projects.
• coordinate partnerships related to assigned projects, engage with relevant stakeholders, and manage written and oral business communications. Plan and prepare for events, meetings, and visits specific to project needs;
• co-ordinate tender and financial procedures for project vendor selection, ensuring transparency and compliance with NATO's guidelines;
• maintain a professional, courteous, responsible, and client-oriented attitude throughout all interactions;
• uphold the utmost confidentiality and security of all NATO/CAP information;
• perform additional duties as required, demonstrating flexibility and a commitment to the CAP's overarching goals.

4. INTERRELATIONSHIPS

The Project Officer works under the overall leadership of the Head of the NATO Representation to Ukraine, reporting to the CAP IS Project Manager

6. EMPLOYMENT CONDITIONS

The basic salary for this post is Euro 2873,29 per month (subject to local taxation). Furthermore, the successful candidate will, receive social benefits (health care, including health and accident insurance).
NATO may offer a three-year contract to the successful candidate, with the possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract. This possibility is based on the needs of NATO and on the performance of the incumbent.
The nature of this position may require the staff member to travel for work and/or to work outside normal office hours.
NATO may put specific security and safety procedures in place, based on the security situation in Kyiv, Ukraine.  Security arrangements apply to all staff and all staff are required to follow instructions by the NRU Security Team, when on NRU premises or during duty travel.
The NATO Representation to Ukraine is a non-smoking environment.
