Activity Implementation Manager
Scope of Work

Background

The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of the ongoing war, through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide the government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives and (3) strengthen local economic recovery of relocated, newly liberated, and frontline communities in the Government of Ukraine-controlled eastern and southern Ukraine. DG East activities are implemented across four regional portfolios and an office in Kyiv.

Position Description

The Activity Implementation Manager (AIM) is responsible for overseeing activities within the Activity Management Unit (AMU). The AMU consists of a procurement manager, grants and subcontracts manager, a finance assistant, and a MEL coordinator. The AIM’s role is to lead activity design, and implementation, and provide oversight for monitoring and evaluation. They will leverage their existing relationship with local networks and organizations to develop implementation activities. In addition to collaborating with the AMU team, the AIM will work closely with the Regional Director, technical specialists, Deputy Chief of Party and Chief of Party as needed.

Specific Tasks and Responsibilities

The AIM’s responsibilities will include, but are not limited to, the following:

  • Proactively develop impactful activities and grant proposals that respond to the evolving social and political needs in Ukraine.
  • Evaluate and refine concepts with local partners, short-term technical assistance to support the design and alteration of activities, with Monitoring, Evaluation, and Learning staff to replicate and scale activities.
  • Prepare, present, analyze, and evaluate grant concepts, solicitations, applications, and grant agreement/award documents ensuring alignment with program priorities, goals, and objectives
  • Coordinate with Grants and Subcontracts Managers and Procurement Managers to ensure effective implementation, compliance, and procurement processes. Facilitate support from technical specialists, and implementing partners, and provide short-term technical assistance or in-kind contributions through subcontracts or grants.
  • Develop and finalize multiple activities, on an ongoing basis, in a fast-paced and highly variable environment. Monitor the changing socio-political climate to provide on-going strategic analysis and advice to DG East.
  • Provide technical assistance to grantees, and partners during the implementation phase in coordination with other staff. 
  • Establish and maintain partnerships through networking and outreach. Assess training, technical assistance, equipment, and financial needs of partners, focusing on sustainability. This involves contextual analysis, active communication, and discussions on activity concepts aligned with strategic objectives, under the supervision of the Regional Director or designee.
  • Evaluate the progress of activities and coordinate with beneficiaries and staff to prepare, review, and approve monitoring, evaluation data, and final reports.
  • Ensure sustainability mechanisms are in place, including financial support, maintenance plans, and ongoing training.
  • Conduct reviews, summarize findings, and provide recommendations, including final management reviews to document lessons learned and suggest next steps for activity replication in additional communities, sectors, or with new partners.
  • Utilize the DG East activity tracker to detail and monitor ongoing activities.
  • Perform ad hoc tasks as assigned by the supervisor to ensure the efficient development of program activities

Supervision and Reporting:
This position reports to the Regional Director.  

Supervisory Responsibilities:

No supervisory responsibilities.

Location:
This position will be based in Kyiv or another designated location within Ukraine.

Qualifications:

  • The ideal candidate will combine project management and technical skills. Required and/or preferred qualifications for the AIM position include:
  • Bachelor’s degree required; advanced degree preferred.
  • Minimum of eight (8) years of experience, including at least five (5) years in project design, development, and management of donor-funded community development projects at local, municipal, or national levels in Ukraine. Demonstrated experience in economic development and job creation is also essential. Experience in developing economic growth, democracy, and governance, activities is highly desirable.
  • Strong organizational, management, and administrative skills, particularly in report writing and monitoring, and evaluation.
  • Demonstrated analytical ability and understanding of the local and regional political context, with a capacity for creative thinking in conceptualizing relevant grant activities.
  • Proven knowledge of local business, local and international NGOs and community-based organizations implementing relevant programs, as well as familiarity with key business and /or governmental actors and stakeholders. An up-to-date understanding of the political environment and social conditions in the country is crucial. Alternatively, demonstrable ability to collaborate effectively with institutional and private-sector partners.
  • Experience working with local organizations to facilitate community participation and consensus-building activities.
  • Experience with USAID-funded projects preferred.
  • Proficiency in English and Ukrainian required.
