Deloitte is seeking candidates for the position of Subnational Support Officer in support of USAID/UKaid SOERA. The position is a full-time assistance and will be based in person in Ukraine.
Project Background and Summary:
USAID SOERA program aims to strengthen public sector operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objective:
The objective of the Subnational Support Officer within the USAID SOERA program is to work closely with the Subnational Support Specialist on the implementation of SOERA activities, supporting selected local governments and MOEs in the efficient and transparent management of municipal property. The Subnational Support Officer will be responsible for delivering program activities, maintaining effective relationships with local governments and MOEs, representing SOERA at various meetings, conferences, and other events in the regions. Officer will contribute to the development, implementation, monitoring, and evaluation of initiatives, focused on the efficient and transparent management of municipal property, contribute to program activity reports.
Duties and responsibilities:
• Deliver program activities to local governments and MOEs as outlined in the workplan, ensuring that tasks remain on schedule.
• Contribute to the development, implementation, monitoring, and evaluation of initiatives to support local governments and MOEs within the framework of SOERA;
• Contribute to the design and implementation of activities focused on the efficient and transparent management of municipal property;
• Maintain effective working relationships with local governments, MOEs, and SOERA’s counterparts.
• Represent SOERA at various meetings, conferences, and other events in the regions;
• Collect and provide requested data for the monitoring and evaluation framework; oversee progress and assess the success of activities.
• Contribute to program activity reports, as well as the preparation of weekly, quarterly, and annual reports, and work plans.
• Ensure the preparation and maintenance of all documentation related to the work in English.
• Carry out any other duties as assigned by the Subnational Support Specialist.
Position Requirements:
• A master’s degree in public administration, law, economics, finance, or a related field.
• Relevant experience in public sector management, municipal governance, or consulting, preferably with a focus on asset management.
• In-depth understanding of local governance, municipal asset management principles.
• Familiarity with international development projects, particularly those funded by USAID or other donor agencies, would be beneficial.
• Strong analytical skills with the ability to identify problems, conduct research, and propose actionable solutions.
• Excellent communication and interpersonal skills to effectively engage with local officials, MOEs.
• English proficiency – Advanced.
• Based in Ukraine, available for trips within Ukraine (regarding safety considerations).
