UKRAINE SECURITY TEAM (UST) DEPUTY DIRECTOR
Scope of Work
I. OBJECTIVE
The Ukraine Security Team Deputy Director is responsible for implementation and oversight of security policies and procedures as defined by the Ukraine Security Team (UST) Director and Chemonics’ Global Safety and Security Department, with the primary aim of enabling Chemonics’ to safely work in Ukraine. Other objectives include:
II. STRATEGIC RESPONSIBILITIES
The Deputy Director shall be responsible for:
1. Security Team Operations and Personnel Management. The Deputy Director will be the lead task manager of UST operations and personnel, ensuring all tasks and missions are properly tracked, and supervising task completion of UST personnel. As designated by the UST Director, the Deputy Director will also be the technical supervisor of managers on the UST, as well as the second-line supervisor of security officers or any personnel supervised by security managers.
2. Ensuring Security Management Consistent with Chemonics approach. Strengthen security resources and processes for projects. Identify areas of improvement and propose procedural changes and/or new risk mitigation strategies to the UST Director.
3. Information Analysis and Solutions. Monitor open sources and utilize the information gathered from security network to provide insights and analysis and pair that with recommendations related to security posture and mitigation measures needed to safely implement project activities.
4. Strategic Project Engagement. Identify, correct, and support existing security management approaches by the projects, and look for gaps that require filling. Think strategically about the security management gaps and finding solutions to them. Provide insightful analysis to relevant stakeholders by whatever means are most appropriate.
5. Strategic Networking and Information Gathering. Gather relevant information from security resources, project staff, and other security professionals that will aid in the performance of Chemonics project operations in Ukraine. Coordinate security support capabilities between projects and connect projects to external support as appropriate. Support coordination between projects, new business teams, and Chemonics headquarters personnel.
III. SPECIFIC TASKS
1. Oversight of all business travel within Ukraine in coordination with other UST members and/or the Security Management Unit (SMU). This will include oversight of route assessments, journey management plans, risk mitigation measures, security predeparture briefings, tracking travel approvals, and monitoring locations visited by Chemonics personnel.
2. In cooperation with the SMU and UST Director, produce, maintain, and tailor the security framework, strategies, and policies. Review standard operating procedures (SOPs) to ensure they effectively and clearly establish Chemonics’ security framework to support activities in Ukraine and the region. Propose SOP updates as appropriate.
3. Manage UST staff as they implement security policies and SOPs. Considering the specific needs and threats in each location, and inherent in the activities specific to each project this includes ensuring sound security plans; review and monitor security SOWs and providing direction to security providers; problem solving specific security issues; determining resource requirements; vetting and selection of security resources and providing quality control to ensure a constantly improving security platform.
4. Enhance security provider performance through technical security oversight of the security subcontractors, including providing guidance and instructions for remedial actions; oversight to ensure effective and efficient use of security resources; and coordination/consultation on security improvements and problem solving.
5. Building and enhancing security relationships through continuous rigorous liaison and networking with officials from the US Embassy, security organizations, community contacts and leaders, government officials related to security, and military commanders, as appropriate in the field and headquarters. The objectives are to be well-informed of risks and best practices, build strategic and tactical alliances that support project goals, cultivate the flow of timely and actionable information, enable the triangulation of such information, and continue to establish Chemonics’ leadership in the security community.
6. Provide leadership, guidance, and management for special security requirements. These include but are not limited to oversight of security support for non-project travelers; acquiring buy-in from the project management and staff on new initiatives; special programs and projects such as security for strategic transport or event security; support for regional assessments and/or project movements in risk areas; VIP visits and their corollary events; surges in the threat level.
7. In coordination with the SMU and Incident Management Teams (IMTs) for each project, lead Chemonics crisis and incident management to ensure readiness and response in Ukraine. In this regard: ensure a fail-safe emergency communications system; establish duties and responsibilities for each position; design systems that foster fast, deliberate, and coordinated team responses; conduct scenario training and test exercises. Ensure security team staff are prepared to respond appropriately, this includes organizing and briefing the project IMTs; and ensure emergency action plan accuracy.
8. Oversee security trainings and new hire security induction programs, periodic briefings, specialized training (which should include at the minimum basic first aid, security preparedness, and incident response), and periodic IMT drills with each project. Provide input into project-specific training tailoring and supervision and training-of-trainer support for platform security staff.
9. Conduct incident and situation reporting and dissemination to the SMU and project leadership in compliance with current Chemonics policies. Dissemination of security management and risk information as required to help guide programmatic decisions and support to projects and staff.
10. Additional duties as directed by the UST Director, project leaders, and/or the Global Safety and Security Department.
IV. SUPERVISION
The position will report to the Ukraine Security Team Director and project leadership.
V. POST OF ASSIGNMENT
This position is based in Kyiv, Ukraine with business travel throughout Ukrainian-controlled territory and potential travel to other locations in Europe. This position may be temporarily relocated based on the security situation in Kyiv and Ukraine overall.

Compliance with Chemonics International’s standards of business conduct is required. The successful candidate agrees to perform her/his duties faithfully and to the best of her/his ability, to comply with local laws and customs, and to conduct her/himself in a manner consistent with Chemonics’ standards of business conduct and appropriate to Ukraine. Chemonics’ standards of business conduct are available in Chemonics’ field office or upon request.
