Deloitte seeks a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Transport Expert. This is a short-term assistance position with the expected level of effort - up to 90 days. Estimated start date - October 1, 2024.
Project Background
USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:
- Component 1: State Property Transfer
- Component 2: State Property Management
- Component 3: Individual SOE/MOE Support
- Component 4: Restoration and Reconstruction
- Component 5: Accountable Public Financial Management.
Objective
The Transport Expert is responsible for preparing and facilitating transport projects with regard to the infrastructural restoration and development of Ukraine.
Duties and responsibilities
- Provide advisory support and assistance to implementing entities under the joint with IFI projects.
- Assist the Ministry in preparation of legal documents under the joint with IFI projects.
- Provide support to preparation of strategic investment project concepts in transport field to be included in the Pipeline of Public Investments.
- Provide support to preparation of EDCF-financed transport project under the Ukraine-Korea Framework Agreement.
- Participate in the bilateral cooperation on transport projects on the side of MCTID.
- Identify project ideas in the field of transport, as well as prepare concept notes.
- Assitance and support on communication between international finance institutions, donors, ministries, and the recipients of transport projects, such as Ukrainian Railways, Ukrainian Sea Ports Authority, ports, logistic companies etc.
- Participate in DREAM piloting exercise on IFI-financed projects.
- Prepare information, communication briefs, and presentations, provide inputs to shared project documents.
- Maintain regular communication with relevant units of the MCTID, other ministries, agencies, and the regional authorities, ensuring appropriate coordination and coherent implementation between various programs, projects, and policies.
- Monitor the progress and results of programs, projects, and policies.
- Perform other tasks as assigned by the ProSteer Coordinator and/or Head of Section.
Position Requirements
- Proven experience in events organization and management.
- Strong background in social interaction and knowledge of current socio-economic agenda on a national and regional level.
- Proven experience organizing interactive events for different audiences - debates, club games, tournaments, etc.
- Demonstrated ability to work in team and independently.
- Experience of work with and / or within MOCTID, UZ and USPA would be of additional advantage.
- Experience of investment projects preparation and implementation would be of additional advantage.
- University degree in a relevant field.
- English proficiency - Upper Intermediate.
- Based in Ukraine, available for trips (regarding safety considerations).
