Deloitte is seeking candidates for the position of Security Operations Manager in support of USAID/UKaid SOERA. The position is full-time and will be based in person in Kyiv, Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Positions Summary
The Security Operations Manager (SOM) will be responsible for supporting DCOP project offices with the day-to-day implementation of Deloitte’s security policies and procedures. This individual will ensure security resources are used effectively and efficiently to protect the projects’ assets, including its personnel, and meet duty of care standards to minimize risk to the projects. The SOM will be expected to regularly coordinate with project teams, security vendors, project partners, government agencies, and clients to manage security-related logistics for dynamic, high-paced operations.
Candidates must be willing and able to work from the projects’ office in the city center on a regular basis.
The Security Operations Manager reports to the Deloitte US Senior Security Manager, but is expected to collaborate closely with project leadership, particularly the Chief-of-Party and the Deputy Chief-of-Party, Operations.
Tasks and Responsibilities
• Reports on daily basis to the Deloitte US Senior Security Manager on the security situation and other operational matters;
• Ensures Security Plan and associated documents/procedures outlining operations protocols are consistently applied in accordance with Deloitte’s risk tolerance in Ukraine;
• Provides recommendations for updates to Security plan and associated documents/procedures based on ongoing assessments of needs to ensure compliance with Deloitte’s risk tolerance;
• Coordinates approvals process for travel requests within Ukraine and supports associated logistics;
• Coordinates logistics for travelers to Ukraine with Operations Team (ensures train tickets/vehicles, hotel arrangements, guest apartments/houses, etc. are pre-planned and communicated to the necessary parties);
• Liaises with security vendor for logistics of ad hoc or in extremis support;
• Coordinates with international travelers and drivers on daily movement plans;
• Conducts security assessments for venues, facilities, routes, etc. that may be necessary for the review/approval of certain project activities;
• Manages check-in and emergency communication procedures with CCNs;
• Provides weekly security update to COPs/DCOPs/Home Office personnel on security situation as it relates to program delivery;
• Acts as a member of the Incident Response Team during a “triggering” event and provides immediate crisis response in-country;
• Maintains relationships with counterparts at other IPs and within the Government of Ukraine (i.e. SBU, police, etc.);
• Provides briefings/trainings to staff or travelers on relevant safety/security topics as appropriate; and
• Other duties as assigned.
Requirements:
• Bachelor’s degree (or higher);
• At least 5 years of experience in security or operations management role; previous experience as a security focal point for an international development project strongly preferred;
• Fluency in Ukraine and working proficiency in English required;
• Familiarity with Microsoft products, including Outlook, Excel and Sharepoint
• Extensive knowledge about the security conditions in Kyiv and contacts within the local police, military or government agencies highly valued
• Track record of building collaborative relationships with colleagues and partners alike with a reputation for being “solutions-oriented”;
• Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations;
• Strong knowledge of applicable U.S. federal regulations, contract/subcontract management principles, and USAID policies highly valued;
• Excellent interpersonal skills to effectively interact with all levels of staff, international personnel, health sector partners, and the NGO community;
• Ability to work in an organized manner, meet deadlines and work both individually and in a team; and
• Demonstrated capacity think critically about problems to identify next steps and outcomes.
