Deloitte seeks a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as a Civic Engagement Consultant. This is a short-term assistance position with the expected level of effort - up to 90 days. Estimated start date - September 2, 2024.
Project Background
USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:
- Component 1: State Property Transfer
- Component 2: State Property Management
- Component 3: Individual SOE/MOE Support
- Component 4: Restoration and Reconstruction
- Component 5: Accountable Public Financial Management.
Objective
The objective of the Civic Engagement Consultant within the USAID SOERA program would be to work under the cross-cutting area Strengthened Civil Society Role closely with the Civic Engagement Specialist on developing the civic engagement strategy for SOERA and awareness-raising events for general public to grow interest and awareness in state property reform. This consultant will be responsible for organizing and conducting a series of events dedicated to growing awareness of general audiences about privatization and leasing, public and municipal property management, corporate governance, reconstruction, and restoration activities in Ukraine.
Duties and responsibilities
- Contribute to the development of SOERA civic engagement strategy: survey approaches and opportunities for SOERA to involve civic society groups in civic activism in field of public property management, corporate governance, and recovery and restoration activities.
- Enhance SOERA cooperation with civic society organizations and collaborations: work closely with CSOs to engage them in SOERA awareness-raising and training activities.
- 3. Organize a series of awareness-raising events for civic society representatives: work on the organization and coordination of online or offline (or hybrid) events, and coordinate event-management efforts of the SOERA team.
- Organize a series of educational preparatory sessions: work with the SOERA team to conduct short awareness-raising or informational sessions to prepare them for events.
- Conduct the assessment of activities’ efficiency: collect and analyze feedback and provide recommendations for the project team about further assistance.
Expected deliverables:
- Recommendations on SOERA Civic Engagement Strategy (up to 3 pages).
- Concept note (up to 3 pages) and schedule for planned events.
- Minimum 3 offline events and 8 online events conducted.
- Reports on each conducted event (up to 4 pages including list of attendance, photoreport).
Position Requirements
- Proven experience in events organization and management.
- Proven experience and understanding of civic activism engagement strategies.
- Strong background in social interaction and knowledge of current socio-economic agenda on a national and regional level.
- Proven experience organizing interactive events for different audiences - debates, club games, tournaments, etc.
- Demonstrated ability to work in team and independently.
- University degree in a relevant field.
- English proficiency - Upper Intermediate.
- Based in Ukraine, available for trips within Ukraine (regarding safety considerations)
