ESTIMATED PERIOD OF PERFORMANCE/LEVEL OF EFFORT: Long-term

BACKGROUND:  The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of the ongoing war, and the consequences of the ongoing war through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives. DG East activities are implemented across four regional portfolios and a physical office in Kyiv.

 

JOB SUMMARY:  The Finance Manger is responsible for overseeing  program accounting, financial management and compliance, This includes processing accounting transactions in accordance with the general accounting principles of accounting and home office field accounting manuals following U.S. and Ukrainian government policies, procedures and regulations. The Finance Manager also provides financial advice and support to colleagues to assist in making sounding informed business decisions. Collaborating closely with the Accountant, Finance Assistants, and project leadership the Finance Manger plays a key role in helping the project achieve its objectives. 

REPORTING: This position reports to the Chief of Party. 

 

PRINCIPLE DUTIES & RESPONSIBILITIES:  

  • Manage the contractual and financial systems for the project to ensure that the project compliance with all USAID contractual requirements. 
  • Provide financial guidance and support to clients and colleagues to help them to make informed business decisions. 
  • Ensure that payments are processed in accordance with grant agreements and meet USAID and corporate audit requirements. 
  • Review grants, subcontracts and procurement payment requests along with supporting documents, to ensure all necessary documents are attached. 
  • Update Grants, Subcontracts & Direct Distribution of Goods and Services (DDGS) activities budget tracker with actual expenses from ABACUS to monitoring budget projections versus actual spendings
  • Participate in ongoing analysis, forecasting and review of project expenses, tracking fund transfer between Headquarters and the field office 
  • Prepare and submit monthly wire transfer requests and financial reports/locals to Headquarters .
  • Manage accounting and finance records of in-country expenses, including developing spreadsheet programs to track and monitor all financial project activities, and maintaining spreadsheets with current project expense data. 
  • Process wire transfer requests for vendor payments in compliance with contract requirements
  • Supervise daily financial operations of the contract, including cash flow management, time sheet recording, reporting financial aspects of the project to USAID, and  monitoring obligations, budgets, and expenditures.
  • Ensure continuous liquidity for the project; supervise the finance team and explore new ways ro achieve project efficiencies.
  • Supervise the finance teams; and investigate and identify new ways of achieving project efficiencies.
  • Work closely with the Deputy Chief of Party, Operations Director and HR Director, to ensure compliance and adherence with Chemonics policies, USG and Ukrainian Government’s rules and regulations.  
  • Provide financial oversight, including maintaining and monitoring of project budget. 
  • Lead any US and Ukraine-initiated reviews and audits. 
  • Oversee and monitor the finance/accounting filing system, ensuring all financial files and documents are uploaded on SharePoint and are up to date. 
  • Perform other tasks, as required.

 

SUPERVISORY RESPONSIBILITIES: Supervises Senior Accountant, Accounts Assistant, and Finance Assistants.  

DUTY STATION: This position is located in Kyiv, Ukraine.

TRAVEL REQUIREMENTS: Ability to travel throughout Ukraine when requested is required.

 

QUALIFICATIONS:

  • Bachler’s degree in accounting, business administration, economics or related field.
  • At least eight years of experience in program financial management.
  • At least 3 years of experience managing staff. 
  • Previous experience working with international donor programs.
  • Throough understanding of the operating environment and labor laws in Ukraine.
  • Proficiency in bookkeeping and accounting.
  • Strong skills in using MS Excel, Word and other accounting software. 
  • Familiarity with payroll, tax matters, and accounting principles.
  • Fluency in Ukrainian and good written and verbal communication skills English.
