Tender for the purchase of non-food items for households.

Charity Fund “Posmishka UA” announces an open international tender for the purchase of items for arranging a mobile sleeping place under the project “Providing protection services and basic needs to conflict-affected children and their families displaced and non-displaced living in heavily shelled areas in Eastern Ukraine”, which is implemented by the Representation of Save the Children International in Ukraine with the financial support of the Swedish International Development Agency (SIDA).

Tender announcement date: December 5, 2022

Tender subject: according to lots:

Lot No. 1:convertible sleeping bag;

Lot No. 2: pillow 40x60 with a pillowcase.

Deadline for submission of tender offers: 21 (twenty one) days from the day following the announcement of the open international tender, until December 26, 2022 inclusive.

Due to weather conditions and heat supply interruptions, in the conditions of a lack of energy and heat resources, there is an urgent need to purchase means for arranging mobile sleeping places for the households of internally displaced persons, which can simultaneously serve as means of individual insulation. The open international tender is conducted in accordance with the regulations of the Resolution of the Cabinet of Ministers of Ukraine No. 1178 dated October 12, 2022 “On approval of the specifics of public procurement of goods, works and services for customers, provided for by the Law of Ukraine “On Public Procurement”, for the period of the legal regime of martial law in Ukraine and within 90 days from the day of its termination or cancellation”, by the Law of Ukraine No. 922 “On Public Procurement”.

All tender offers received by the organizer after the deadline for their submission, namely after 00:00 on December 27, 2022, will not be considered.

Requirements for Participants: Business entities of Ukraine and other countries are invited to participate in the tender, except for those specified in paragraph 2 of “Decree of the Cabinet of Ministers of Ukraine No. 1178 dated October 12, 2022”, which:

1) must be registered, have a representative office and a bank account in Ukraine;

2) duly registered under the Legislation of Ukraine;

3) have work experience in the relevant field, relevant KVEDs for trading, in particular, goods that are the subject of the tender;

4) the supplier must deliver the products specified in the lots at his own expense within the specified period and in the specified quantity to Zaporizhzhia;

5) the supplier must provide the originals of accompanying documents with a seal and signature (delivery contract, invoice, sales invoice, etc.);

6) registration documents:

- a copy of the passport - pages 1-6 and those on which the place of residence is indicated;

- an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;

- certificate of state registration of a legal entity;

- statute or other founding document of the company (latest edition);

- a document confirming the right to sign;

- for VAT payers: a copy of the certificate or certificate of the VAT payer, a copy of the extract from the register of VAT payers;

- for single tax payers: a copy of the single tax payer certificate or certificate, a copy of the extract from the register of single tax payers;

- bank account opening certificate/bank details;

7) a certificate on the absence of grounds for rejecting the offer, specified in parts 1 and 2 of Art. 17 of the Law “On Public Procurement”:

- committing crimes committed for selfish motives;

- committing economic crimes (anti-competitive actions);

- committing corruption violations;

- committing offenses related to the use of child labor or any forms of human trafficking;

- arrears in the payment of taxes and fees (mandatory payments);

- initiation of bankruptcy cases;

- presence of other circumstances for refusal to participate in the procurement procedure.

 

Approved scanned copies of registration documents must be provided together with the general package of tender documents.

 

Tender offers must have the following information:

1) product characteristics for each item;

2) the price per product unit and the total amount including VAT according to the specification;

3) terms of payment (advantage will be post-payment or partial pre-payment);

4) conditions and terms of delivery to Zaporizhzhia (the advantage will be the shortest logistics terms for the delivery of the goods due to the critical need for the goods);

5) the offer must be drawn up in Ukrainian and English,signed and sealed.

Payment for the goods will be made in the national currency of Ukraine in non-cash form on the Supplier’s current account.

Information on product requirements, technical, qualitative and quantitative characteristics of the subject of purchase: Participants in the procurement procedure must provide, as part of tender offers, information and documents that confirm the compliance of the Participant’s tender offer with the technical, qualitative, quantitative and other requirements for the subject of procurement established by the Customer, namely:

 

Technical and quality characteristics:

Lot No. 1: Convertible sleeping bag;

  1. Age group: foradults;

  2. Approximate material composition of the product:waterproof polyester 90 g/m2, insulating fiber 250 g/m2, tricot 85 g/m2;

  3. Outer layer material: polyester;

  4. Inner layer material:polyester/ tricot;

  5. Insulation material: sintepon;

  6. Temperature range:-18 to +3°C;

  7. Product type: blanket;

  8. Side:left-handed/right-handed;

  9. Critical comfort temperature:-10 °C;

  10.  Maximum comfort temperature:+3 °C;

  11.  Extreme temperature: -15 °C;

  12.  Size and weight:

  • Length: 220 cm;

  • Width: 100 cm;

  • Approximate weight: 1800 g.

  1. Desired complete set of 2 pcs in vacuum packaging (not a mandatory condition);

  2. Desired color of the product: all shades of blue and gray (khaki, camouflage, black colors must be categorically excluded).

 Lot No. 2: pillow 40x60 with a pillowcase;

 Characteristics of the pillow:

  1. Desiredcover material: microfiber or better quality analogue;

  2. Filler: siliconized fiber;

  3. Size: 40x60;

  4. Shape: rectangular;

  5. Desired color of the product: all shades of blue and gray (khaki, camouflage, black colors must be categorically excluded).

  6. Desired complete set of 2 pcs in vacuum packaging (not a mandatory condition);

 Characteristics of the pillowcase:

  1. Cover material: cotton;

  2. Size: 40x60;

  3. Shape: rectangular;

  4. Desired color of the product: all shades of blue and gray (khaki, camouflage, black colors must be categorically excluded).

  5. Desired complete set of 2 pcs in vacuum packaging (not a mandatory condition);

 

If the size parameters differ from the parameters of the products specified by the customer in the specifications for lots No. 1 and No. 2, this must be noted in the tender documentation.

Products must meet international quality and safety standards, have quality certificates for fabric and products, if this is provided for by the legislation of Ukraine.

Quantitative characteristics:

Lot No. 1: convertible sleeping bag in quantity - 10,000 pcs.;

Lot No. 2: pillow 40x60 with a pillowcase in quantity - 10,000 pcs.

 

Your offer should consist of:

  1. The tender offer should be completed (Annex 1), the products should comply with the technical specifications prescribed in this invitation;

  2. Registration and other documents prescribed in this invitation;

  3. Quality certificates, if it necessary;

  4. Contacts of two persons who can provide recommendations and who have previously had experience of similar supplies;

  5. A brief reference about such experience.

 

Offers will be accepted from Participants who will provide a sample of the specified products to the customer’s address: CF “Posmishka UA” 69037, Zaporizhzhia, Nezalezhnoi Ukrainy St., building 44, office 21/22, by courier delivery with names of the Participant before the end of the acceptance of offers, for familiarization and confirmation of compliance of the offered product with the technical requirements of the Customer.

In case of failure to provide product samples, the tender commission has the right not to consider the Participant’s offer.

All provided product samples will be returned to the Participants within 14 calendar days after the end of the acceptance of tender offers.

Preference will be given to the supplier who offers the best ratio of price, quality, terms of payment, terms and conditions of delivery.
