About WeWorld
WeWorld is an Italian INGO working across 27 countries in Africa, Latin America, The Middle East, and Asia with profound experience in implementing multisectoral emergency programming in crisis settings. Along with 10 other international organisations, WeWorld is a member of ChildFund Alliance, a global network helping children and families in over 70 countries around the world.
In Ukraine, WeWorld has been providing multisectoral life-saving assistance since March 2022, gradually expanding its geographical coverage and moving from Lviv towards Kyiv, Kharkiv, Kherson, Mykolaiyv, Odesa and newly liberated areas. Partnership with local civil society actors is the backbone of WeWorld’s programming in Ukraine and the key to responding timely and efficiently to the needs of local populations.
To date, WeWorld teams and local partners have provided assistance in WASH (WASH in Health, support of local actors in water supply rehabilitation, hygiene kit distribution), CASH (Cash for Protection, Cash for Health and Cash for Shelter) and Shelter & NFI (distribution of winterisation kits, rehabilitation materials).
Purpose of the EoI
WeWorld acknowledges that the local civil society plays a pivotal role in effectively addressing the needs of the most vulnerable local populations in Ukraine and localisation approach is thus at the core of WeWorld’s intervention strategy.
In the light of the upcoming funding opportunities and anticipated strategic expansion of WeWorld’s activities in Ukraine, WeWorld is looking to diversify its local partners network and identify new opportunities for implementing partnerships.
Therefore, WeWorld is searching for local organisations (NGOs, CSOs, volunteer initiatives) active in one or more of the following oblasts (oblasts are ranked by priority), and with sectoral interventions primarily in WASH, Cash, Shelter, Protection and Health. Other sectors will equally be considered if complementary with WeWorld’s operational strategy for Ukraine.
• Priority 1: Donetsk Oblast, Kharkiv Oblast, Kherson Oblast
• Priority 2: Mykolayiv oblast, Odesa Oblast
Organisations active in other oblasts and sectors in Ukraine are also invited to express their interest. WeWorld will aim to review all EoIs received and create a database of potential partners to be contacted should a suitable opportunity for cooperation arise.
Expected cooperation framework
Cooperation with local partners will be based on a project-specific Memorandum of Understanding (MoU) that may transition into a general MoU should a partnership last beyond a specific project period.
Partnership framework might include, but not be limited, to the following actions:
1. Cooperation between WeWorld and local partner on need identification
2. Cooperation between WeWorld and local partner on proposal development;
3. Cooperation between WeWorld and local partner on project implementation and reporting;
4. Capacity-building and institutional strengthening of local partner (if required) through on-the-job accompaniment and/or specific trainings.
In case of a joint project implementation, WeWorld anticipates to subgrant a portion of the awarded amount to local partner for their management. Local partner will be obliged to accountably and transparently utilize the allocated budget for the implementation of project activities as stated in the respective project document and coverage of potential operational and administrative costs. Any subgrant award will be subject to compliance and reporting regulations in adherence with WeWorld and donor’s guidelines. WeWorld commits to accompany and support the local partner during the entire process and assist in capacity building and strengthening.
Required documents
Interested organization are invited to submit a capacity statement that shall include:
• Brief overview of the organisation (establishment, HR structure, internal capacities)
• Geographical coverage
• Sectors of implementation
• Achievements to date (beneficiaries reached, assistance provided)
• Financial turnover (regular budget size per project, overall organisation budget)
• Logistics capacities in the area(s) of operation (warehousing, transportation)
WeWorld will aim to review the submitted files within one to two weeks after the deadline and reach out to preselected organizations for further discussion.
*Please note that participation in this EoI does not constitute a guarantee of concluding a partnership agreement with WeWorld or engaging in proposal development. All further actions are subject to availability of funds and organizational capacities.
